            The Wyoming County Courthouse was built in 1917 and is on the historic register.  It is approximately 25,200 square feet, has two stories, a basement and a clock tower.  The exterior is in excellent condition.  The building is low on storage space so we recommend the jail be renovated for use as a storage building.

 

            The roof has both flat and sloped portions.  The sloped portion is covered with slate and it was restored in 1998 and is in good condition.  The flat sections of the roof are covered with rubber membrane that was replaced in 1973, and has a lot of leakage problems.  We recommend that these sections of the roof be replaced with an EPDM membrane with tapered insulation.

 

            The windows in the courthouse are either the original windows or they were replaced in 1998.  We recommend that all the original windows in the courthouse be replaced with historic sashes to match existing new.  The doors on this building are all in good condition.

 

            For this building to meet ADA compatibility requirements, we recommend that a new parking space off the street be upgraded to meet ADA requirements with the proper signage and space.  The ramp to the building should be made ADA compliant.  There is not enough space in front of the door and the door opens with difficulty so an opener is needed.  In addition, we recommend that an accessible unisex bathroom that is ADA compliant be provided, and lever handles on all public doors in the building, ADA compliant signage in the building, and witness stand/Judges bench lift be installed. 

 

            The fire safety equipment in this building consists of exit signs, horns and fire detection equipment, but the building does not have enough equipment for proper protection and coverage.  The courtroom, with an area of at least 3,000 square feet, lacked forms of detection or notification equipment.  There was a lack of equipment in the main entrance area and hallways of the building.  We recommend that the fire system be replaced, and a sprinkler system and panic hardware on the courtroom public doors be installed.

 

            To improve security at this building, we recommend equipping the facility with an entry-level screening using a walk-through metal detector and an x-ray machine, installing alarmed exit doors on non-public doors.  Duress alarms should be installed beneath the judge’s desk, secretary’s desk, and all other areas where needed. The clerk’s desk should be protected on the front and sides that have public exposure with ballistic material.  All light switches in public areas should be replaced with key-controlled switches and breaker boxes in public areas should be locked.

 

            The electrical systems in this building are in good condition.  The heat in this building is baseboard electric and the building is cooled by window unit air conditioners.  We recommend that the baseboard heat and window air conditioners be replaced with a central unit for aesthetics, noise control and efficiency.

 

            The annex was constructed from 1958-1959, and is approximately 17,000 square feet and it has three stories.  The exterior walls of the annex are half brick and half metal framework.  The brick should be cleaned and sealed.  The flat roof is original to the building and it has continuous leakage problems.  We recommend replacing the roof with a rubber membrane and slope with tapered insulation.  The building has a fire alarm system with horns, automatic and manual detection equipment, and exit signs.  A new fire alarm system with an annunciator panel, horns, strobes, and panic hardware on all the exit doors should be installed.  To make this building ADA compliant, there must be  upgrades to the accessible parking space, installation of an elevator in the existing shaft, upgrades to the bathrooms to be ADA compliant, and installation of new lever handles, new signage, and a ramp for the witness stand and magistrate bench.  To improve security in this building, we recommend equipping the facility with an entry-level screening using a walk-through metal detector and an x-ray machine.  Alarmed exit doors should be installed at all non-public entrances, and additional duress alarms should be installed.  In addition, the prosecution and defense witnesses should have separate witness rooms and restrooms to avoid threats and assaults.  We also recommend the bench and clerk’s desk should be protected on the front and sides that have public exposure with ballistic material, and all light switches should be replaced with key-controlled switches, and breaker boxes should be locked.  For safety, the lighting situation in the annex stairwells should be improved with more light fixtures.

 

            The Wyoming County Jail was built in 1917 and it is on the historic register.  The building is approximately 25,360 square feet with three stories plus a basement.  The exterior walls of the jail are stone.  Walls should be cleaned, restored and any damaged stone repaired.  There is a problem with leakage in the basement that should be repaired. The windows in this building are in poor condition, except for the ones that have recently been replaced.  All of the old windows should be replaced with historic profile windows appropriate to the period of the jail.  The interior of the jail should  be renovated and turned into additional office and storage building.  During this renovation, we recommend the staircases be enclosed with fire rated doors, installation of strobe lights on the fire alarm system, and the addition of a stair tower as a second exit from the building.  During the renovation the HVAC system should be replaced.  Proper security systems should be installed.  This building can be made ADA accessible by providing an accessible parking space, renovating a restroom to be an accessible unisex bathroom, installing lever handles, and ADA compliant signage.

 

Total cost of this project: $3,723,816.
