Exterior |
The
original year of the courthouse construction was 1917, (P2). The county restored the courthouse in 2000,
(P3). The approximate size of the courthouse is
25,200 square feet. It is two stories
plus a basement, and clock tower, (P4, P5, P7, P8). This building is on the historical
register. |

Exterior
Walls |
The foundation and walls of the courthouse are
stone. There is no evidence of
settlement of the foundation. The walls of the courthouse are in good
condition with no visible damage of any type.
The exterior walls had been sand blasted and restored in 2000 during
the restoration. |

Roof |
The
roof on the center section of the courthouse is pitched with slate. It was restored in 1998, (P9). This roof is in good condition with no
reported problems. The east and west
wings of the courthouse are flat with rubber membranes. They were replaced in 1973. These roofs have excessive leaking
problems, with repairs taking place as the leaks occur. Pictures of the east and west wings roofs
could not be taken. |
Replace
the east and west wings roofs of the courthouse with an EPDM membrane with
tapered insulation. |

Windows
and Doors |
Some
of the windows are double pane, aluminum frame windows, (P11). New installation of these windows occurred
in 1998. The rest of the courthouse
windows are original, single pane, wood frame windows. The sashes have some peeling paint and are
not air tight, (P10). The
main doors for the courthouse are wood with double pane glass, (P12,
P13). Installment of these doors occurred during
the remodel. They are in good
condition. |
Replace
the remaining old windows in the courthouse with historic sashes to match
existing new. |

|
There
were no structural problems to report. |

The
courthouse building has an accessible parking space in the street in the rear
of the building with a sidewalk sloping into the street, and ramps to the
building entrance, (P14,
P15). The left / east side entry is accessible
from the sidewalk ramp, but the door is not easy to open and there is not
enough area in front of the door, (P13,
P16). The parking space does not comply with the
ADA as it does not have an aisle, and it does not have the proper $100 fine
sign. The
courthouse has an elevator from the first to second floors and a lift that
lowers to the basement, (P17). There
is one accessible restroom on the first floor, (P19,
P20)
which is locked with the key kept in the county clerk’s office. This key is out of reach of most
individuals. The stall is too narrow
and the handrails are not located in the proper place. The sink is housed in a cabinet, which
lacks any type of wheel chair clearance.
The door has a knob rather than a lever. There are no other accessible restrooms in
the courthouse. The
doors throughout the building do not have lever handles or ADA compliant
signage. The
courtroom does not have a wheelchair lift on the witness stand or judge’s
bench |
Upgrade
the accessible parking spaces to meet ADA requirements with the proper
signage and space. We recommend a new
Parking space off the street. The
ramp to the building is not ADA compliant.
There is not enough space in front of the door and the door opens hard
so an opener is needed. Provide
an accessible unisex bathroom that is ADA compliant. Install
lever handles on all public doors in the building. Install
the ADA compliant signage in the building. Witness
stand/Judges bench lift. |

Fire
Safety |
The
courthouse contained exit signs, which were all visible and in the proper
areas for maximum visibility. The
fire alarm annunciator panel for the courthouse is located on the 3rd
floor of the Jail in the county’s 911command center and was in proper working
order, (P36). The courthouse building has horns and fire
detection equipment located in the building but did not have enough equipment
for proper protection and coverage.
The only equipment was in the tops of the stairwells and some pull
boxes located by the exit doors. The
courtroom, with an area of at least 3,000 square feet, lacked forms of
detection or notification equipment.
There was a lack of equipment in the main entrance area and hallways
of the building. The
staircases of the courthouse are open, (P21,
P22). These staircases both exit from the second
floor to the first floor where an outside exit is easily accessible, (P40). The courtroom on the second floor has more
than two exits leading out to the stairs, these exit doors did not have panic
hardware installed, (P23,
P24). The
courthouse does not have a sprinkler system. |

Security |
There
is a security alarm system, (P25). One metal detector is located off the back
entrance to the courtroom. The judge’s
bench has bulletproof material and a panic button. The courthouse does not have a closed circuit
television system. |
Provide
entry-level screening using a walk-through metal detector and an x-ray
machine. Install
alarmed exit doors on non-public doors. Install
duress alarms beneath the judge’s desk, secretary’s desk, and all other areas
where needed. The
clerk’s desk should be protected on the front and sides that have public
exposure with ballistic material. Replace
all light switches in public areas with key-controlled switches, and breaker
boxes in public areas should be locked. |

Electrical |
The
electrical service is 1200 A. The
service equipment is in overall good condition, although there were some
secondary distribution panels that need to have blanks installed. The
installation of Comdial communication equipment is in the basement of the courthouse. The communication equipment is in good
condition. The
interior room lighting for the courthouse was adequate. All the lighting throughout the courthouse
was adequate and in good condition. |

Mechanical |
The
heat is baseboard electric. The air
conditioning is provided by window units in each office. These units are noisy. |
Replace
the baseboard heat and window air conditioners with a central unit for
aesthetics, noise control and efficiency. |
