General Exterior

The annex was constructed from 1958-1959. (P1) The approximate size of the annex is 17,000 square feet with three stories, (P2, P4, P5, P6).  This building is not on the historical register.

 

 

 

 

 

Exterior Walls

The foundation of the annex is concrete.  The exterior walls of the annex are half brick and half metal framework.  There is no evidence of settlement of the foundation.  The walls of the annex do have some water staining surrounding the top of the building (P7).   

 

Clean and seal the brick.

Roof

The roof on the annex is a flat built up roof, (P8).  The roof has a continuous leaking problem, as the problems occur they are fixed.  It is original to the annex’s construction and in very poor condition. 

 

Replace the roof with a rubber membrane and slope with tapered insulation.

Windows and Doors

The windows throughout the annex are Jalousie windows with single pane glass, aluminum frames.  They are in good condition (P9).   

 

The main doors (1st floor) for the annex are aluminum frame with single pane glass, (P10, P11).  The 2nd floor door is steel door with a window (P12).  Both sets are in good condition.

 

 

 

Fire Safety

The annex contained exit signs. The annex lacked a sprinkler system.  The fire alarm control panel for the annex is located in the mechanical room on the 1st floor and was not in operation at the current time, (P35).  There are two enclosed fire exit staircases in the annex, (P26, P27).  None of the exits out of the building had panic hardware installed on them.  The building had a fire alarm system with horns, automatic and manual detection equipment.  It lacked an annunciator panel, strobes. 

Install a new fire alarm system with an annunciator panel, horn and strobes.

 

Install panic hard ware all exit doors.

 

No sprinkler system needed.

ADA

The Annex has an ADA parking space in the parking lot to the right of the building, (P13).  It does not have proper signage and lacks an unloading area.  There is a small ramp leading up to the sidewalk, (P14).  The sidewalk leads to a ramp that accesses the 2nd floor doorway.  The entrance door is not easy to open.  The building has an elevator shaft but lacks the installment of the elevator.  Therefore, there is no access to the 1st or 3rd floors for the handicap.  

 

There are public restrooms located on the first floor that are not accessible and that do not meet ADA requirements (P19). 

 

The doors do not have lever handles or ADA compliant signage.

 

The courtroom does not have a ramp to the witness stand or judge’s bench.

 

Upgrade the accessible parking space to be ADA compliant.

 

Install an elevator in the existing shaft.

 

Upgrade the bathrooms to be ADA compliant.

No structural problems to report.

 

 

Security

The only form of security for the building was the panic alarm on the magistrate’s bench.

Provide entry-level screening using a walk-through metal detector and an x-ray machine.

 

Install alarmed exit doors at all non-public entrances

 

Install additional duress alarms as needed.

 

Prosecution and defense witnesses should have separate witness rooms and rest rooms to avoid threats and assaults.

 

The bench and clerk’s desk should be protected on the front and sides that have public exposure with ballistic material.

 

All light switches should be replaced with key-controlled switches, and breaker boxes should be locked.

Electrical

The main electrical service for the annex comes a Westinghouse service box, 3 phase / 4 wire, 208Y /120 V, 600 A main, which is in good condition. 

 

The communications equipment is in the mechanical / electrical room of the annex and is good condition.  The room is being used for storage, which poses a fire hazard.  These items should be removed.

 

The interior lighting of the building for the rooms is adequate.  The lighting in the hallways is inadequate.

 

We recommend that the lighting situation in the annex stairwells be improved with more fixtures.

Mechanical

Six different gas fired furnaces / cooling combo units feed the heating and cooling throughout the building (P39, P42, P43).  The condensers that feed these units are located in the back and on the roof.  This equipment is in good condition and is adequate for the service.

Space requirements

There is a need for additional office and storage space for the county.
