General Exterior

The Wood County Holding Facility was constructed in 1974. It is not on the National Historic Register. The building is one story and is approximately 22,000 square feet

. 

The foundation is concrete and there is no apparent settlement.

The general exterior of the building is in good condition.

The regional jail is in place in Doddridge County. This building is still being used to hold persons for a short period of time.

 

We recommend remodeling approximately half of the existing holding facility for storage and offices.  This remodeling is to include all life and safety, ADA, and cost efficient systems.

Exterior Walls

The exterior walls are tilt-up, prefabricated concrete panels. The caulking between the panels is deteriorating. There are no visible cracks in the walls. P33

Roof

The roof is flat with a rubber membrane. It appears to be in good condition.

 

 

Windows and Doors

The windows are aluminum framed with Lexan bulletproof glass. They are original to the building’s construction. They are in good condition. P33

 

 

Fire Safety

There is a fire alarm system but no sprinkler system. There are illuminated exit lights and emergency lights with power back up. The stairs are enclosed with fire rated doors and walls. They are free from obstructions. There is storage under the stairs. The exit doors swing in the direction of the exit. The doors are equipped with panic hardware. No pictures were taken due to security.

ADA Compliance

There is no ADA parking. The main entrance is at ground level and is ADA compliant. The doors in the building are not equipped with lever hardware.  The fire alarm system is equipped with strobe lights and horns. There are no raised letter ADA signs in the building. There are two public restrooms that are locked and are not in use. P36

The remodeled portion shall become ADA compliant during renovation. The cost is included in “General Exterior” above.

Structure

 

No structural concerns were noted during the inspection.

 

 

Security

The building has a security system. There are no walk through metal detectors. There is a closed circuit TV system.

Electrical

The main distribution panel is a 1200 amp ITE. It is in good condition with some corrosion on the cover. There are several other sub panels that are in good condition but are corroding. There is a generator in good condition. P18 The lighting is both fluorescent and incandescent and is in excellent condition. P16 The electric service is underground.

 

 

Mechanical

A Smith gas boiler that is in excellent condition supplies the heat. P1  There is a Trane condensing unit on the roof. It is in excellent condition. There is also a Trane chiller that is in poor condition but still works. P20 The circulating pumps are in poor condition.

Replace the chiller and circulating pumps. The HVAC system will have to be modified for the proposed offices but some of the equipment can be reused. The cost of mechanical modifications is include in “General Exterior” above.

Work Safety

No work safety issues were noted during the inspection.

 

 

Space requirements

The need for space has been reduced due to the regional jail facility. The unused portion of this building can be remodeled for offices and storage to accommodate the growing complex. See “General Exterior” above.
