General Exterior

The courthouse is 23,000 square feet, two-story, brick structure with a basement and clock tower constructed in 1899 and renovated in 1970. P4, P3, P2, P1. It is registered as a National Historic Structure. It has two main entrances.

 

 

Exterior Walls

The exterior walls of the courthouse are in good condition with very minimal water damage to the mortar.  There are no visible cracks in the brick. There are indications that there have been a few repairs made to some damaged mortar. The foundation is constructed of stone and shows no evidence of settlement.

 

 

Roof

The roof was replaced approximately 10 years ago. P5. It is constructed of metal roofing materials and is pitched. In general the roof appears to be in good condition, however there is some leaking apparent near the entrance to the attic. P6, P7, P8.

Windows and Doors

The windows are double glazed with wooden frames covered in vinyl. They were replaced in the early 1980’s. There is no visible evidence of damage or wear. P9. Some windows on the second floor of the left side of the courthouse have been bricked up, P3, and some of the basement windows on both the left and right sides have been covered with wood. P2, P3. The doors are made of aluminum.

 

 

ADA Compliance

There is on-street handicap parking available in front of the courthouse and is well labeled. P10. A handicap accessible entrance is available through the annex, and a sky way connects the annex to the main courthouse. The handicap accessible restrooms on the second floor of the courthouse and in the annex met all ADA requirements. P11, P12. There is no elevator in the main courthouse; however, there is one present in the annex. Basement area of courthouse has no ADA access. Services must be moved to individual if required.

Fire Safety

There is no sprinkler system and the stairs are not enclosed by fire rated walls and doors. Most of the doors do not latch. There are seven fire extinguishers located throughout the courthouse. The facility is equipped with emergency lighting that was installed around 1974, and has fire alarms. There are no written evacuation procedures. The courthouse does not have a Safety Officer.

Since the building is registered as a National Historic Structure, we recommend enclosing the stairs on the second floor level and installing a sprinkler system.

Structure

 

Major vertical cracking is apparent at either side of the front entrance. P13, P14. The floor is constructed of concrete. The interior walls of the attic are in fair condition. P15, P16. The bell tower has a wooden interior frame structure. P17.

We recommend that a structural engineer be consulted for further evaluation of the cracking near the front entrance.

Security

There is a metal detector at the entrance to the circuit courtroom only, and no security alarm system is present. The courthouse is outfitted with a closed circuit television system, and all the judges’ benches are equipped with duress buttons. The circuit courtroom judge’s bench is protected by ballistic material. The facility does not have any street access security checkpoints to screen visitors and employees entering the building.

 

The facility should have an entry-level screening using the existing walk-through metal detector and an X-ray machine.

All perimeter exit doors should be secured by installing an audible alarm, magnetic contacts, and a crash bar.
