General Exterior

The Courthouse was originally constructed in 1852.  It underwent a major renovation in 1924, (P1).  It is listed on the historic register.  The courthouse is 2 stories with basement and attic, (P2, P3, P4, P5).  It has a stone and concrete foundation with no evidence of settlement.  There is a clock tower on the courthouse, (P6) as well as a jail connected by a 2nd floor walkway.  There is a monument in front of the building with a cracking pedestal.

Exterior Walls

The brick appears to be in good condition.  There is no evidence of water damage or other problems.  The drains on the front balcony need to be replaced, (P7).

 

Install new drains on the courthouse porch.

Roof

The original pitched metal roof, (P8, P9), has rusty areas and leaks.  There is evidence of many leaks, (P10, P11, P12).  The building has copper gutters.

 

Install a new metal roof, flashing and gutters.

Windows and Doors

The windows are single pane wood frame windows.  They are in poor condition with peeling paint, rotting sills and frames, and cracked and missing caulk.  New storm windows were recently added to help with the air infiltration. 

 

The doors are wooden and appear to be in good condition. 

Replace all of the windows with period appropriate profiles.

 

Replace the exterior doors with secure alarmed steel doors.

Fire Safety

There is no fire alarm or sprinkler system.  There is one fire hose on each floor, (P13).  The stairs are not enclosed, (P14).  The exit doors swing outward and have panic hardware.  There are two means of egress from each floor but only one from the courtroom.  There are emergency lights, but they are not functional at this time due to a problem with the emergency generator.

 

Install a fire alarm and sprinkler system.

 

Modify the courtroom to allow for a second means of egress.

Structure

 

Floors are made of wood and the structure appears to be in good condition.  There is some minor water damage from roof leaks and minor cracks in stairwell, (P15). 

 

There are sewer gas problems in the courthouse basement during dry conditions because drains do not have traps. 

 

Revise the basement plumbing to eliminate the sewer gas problems.

Security

There is good video coverage of the grounds and interior of all buildings, (P16, P17).  The metal detector is not yet installed in courtroom.  There are five security personnel always on grounds.

 

Limit public access to the courthouse by providing a secure entrance for the building with:

     X-ray machine

     Card access system

     Ballistic material for benches

     Duress alarms as needed

     Security system

     Install existing metal detector

Electrical

The wiring in the building has cloth insulation. The electric panels appear to be at capacity, (P18).  Some of the lighting is simply exposed bulbs, (P19, P20). 

 

The emergency generator for the complex runs but will not kick onto the power grid to supply the building, (P21). 

The electrical equipment room is being used for storage, (P22, P23).  This is a fire hazard and these items should be removed immediately. 

 

Upgrade the electrical system with new wiring, additional service, new lighting, and more receptacles.

 

Repair the emergency generator so that it will supply power to the buildings.

ADA Compliance

There is access to the front door with a ramp.  The ramp is steep and there are no handrails.  The parking area does not meet ADA requirements.  

 

There is no accessible bathroom, (P24).

 

The signage in the building does not meet ADA requirements.  

 

All of the interior doors have knobs rather than levers.

 

The courtroom is not ADA compliant. 

 

The accessible doors are very heavy with no auto opener.

 

There is no elevator in the building.

Revise the ramp to the front of the building to meet the ADA requirements for slope and handrails.

 

Revise the accessible parking to meet ADA requirements.

 

Install an accessible bathroom.

 

Install new signage in building.

 

Install lever handles on all interior doors.

 

Install a lift in the courtroom

 

Install an automatic opener on the accessible door.

 

Install an elevator for access to all floors.

Mechanical

A new boiler was installed within the past 10 years, (P25) It appears to in good condition and adequate to serve the building.  The piping is not insulated which reduces the efficiency of the system, (P19, P26).

 

There is a new air conditioner for the courtroom.  The rest of the building is serviced by small systems or window air conditioning units. 

Insulate the steam/hot water piping throughout the building.

 

Replace the window air conditioning units with a central air conditioning system.

There are exposed wires in the electrical equipment room, (P18). 

 

 

Space requirements

The complex is in need of more storage space.  They are currently even using the attic for storage, (P27).  They are also in need of office space for the prosecuting attorney(s) and magistrate(s) and their staff.    

Build a 10,000 square feet annex to provide additional storage and office space.
