General Exterior

 

 The detached old jail/sheriff’s residence on the grounds of the courthouse.  The front of the building, the old sheriff’s residence, was converted into offices.  The jail, which is the back of the building, has been abandoned.    The building is a historical landmark is approximately 7200 square feet with two floors with a basement and attic (P9, P10, P11, P12).

 

We recommend that the old jail/sheriff’s residence be kept and restored.  If possible, a new annex could connect this building and the courthouse to help solve some of the problems with both buildings.  One accessible secure entrance could be built between the two buildings.  An elevator and an enclosed fire stair could service the courthouse, the old jail/sheriff’s residence, and a new annex.

Exterior Walls

 

The sheriff’s office is made of brick with a stone foundation.  There is no problem with the walls, floors, although there is some minor cracks in the basement (P22). 

 

 

The cracks should be patched with mortar and watched to see if any further movement is apparent.

Roof

 

The roof of the old jail/sheriff’s residence is sloped with asphalt shingles.  This roof is leaking and should be replaced (P13). 

 

 

Replace roof with shingles to replicate the original construction.

Windows and Doors

 

The old jail/sheriff’s residence has wood, single-pane windows that are in poor repair.  They are original to the building.  Many of them can not be raised and the caulking is missing or in poor condition.  Some of the windows are broken.  The doors are wood and glass and appear to be replacements.

 

 

The windows should be replaced with historic replicated sashes.  By replacing just the sashes the original wood work can be retained at a cost similar to replacement windows.

 

 

The doors should be replaced with new doors reflecting the style of the period of construction.

Fire Safety

 

 

 

 

 

 

 

 

 

 

ADA

 

The old jail/sheriff’s residence has a fire alarm in the old jail section, but not the sheriff’s residence section, which are now offices.  There is no sprinkler system in the building.  There are exit lights and battery emergency lights in the jail section only.  There is no storage under the stairs.  The basement and 1st floor have two means of egress, the 2nd floor exits on to an exterior fire escape.

 

Courthouse needs an accessible entrance, ADA compliant toilets, lever handles on all the doors, ADA signage, and a lift or elevator to access the second floor.

 

 

Extend the fire alarm system into the sheriff’s residence section.

 

Remove the exterior fire escape in favor of a new entrance/ exit between the Jail and the courthouse.

 

 

 

 

 

The accessible entrance, ADA toilets, and elevator are included in the courthouse renovation cost.

Structure

 

 

There are no noticeable structural problems with the old jail/sheriff’s residence.

Security

 

The old jail/sheriff’s residence has no security systems.

 

 

This building should be accessed through the new entry. All other doors should be secured with an access card system and alarmed.

Electrical

The old jail/sheriff’s residence electrical service entrance is overhead.  The 25-kVA service is in excellent condition.  There are adequate receptacles and no problems with overloading.  The lighting in the office area is fluorescent and incandescent and is inadequate.   There are no emergency lights or exit lights in the office area. 

 

 

 

We recommend the old jail/sheriff’s residence lighting be upgraded.

Mechanical

 

The old jail/sheriff’s residence has two natural gas fired boilers.  One is a National US model number 8W-99A-PA.  The other is a Utica model number 150AG13.  Both are in fair condition with some outer surface rust.  There are five window AC units servicing the building.

 

New central air conditioning system for the old jail/ sheriff’s residence.

Work Safety

An asbestos abatement program was completed in 1999 for both the courthouse and the old jail/sheriff’s residence.

 

 

Space requirements

The Jail is currently abandoned.
