General Exterior

The jail (not attached, but on the grounds) was built in 1928.  The jail is currently in use and its interior and exterior walls are in good shape.  There was no information available to the approximate size of the building, but it is four stories with a basement.  Views of the jail, (P2, P3, P6). 

 

We recommend that the sheriffs office and Jail be renovated into storage and offices once the prisoners are relocated to a regional jail.

 

 

Exterior Walls

The foundation of the jail is stone with no visible cracks or evidence of settling.  The jails exterior walls are brick.  They show some signs of efflorescence, (P7).

 

Clean and repoint masonry.

 

Roof

The jails built up roof is low slope.  The jail’s roof leaks but has been patched.  They stated that they are pursing bid contracts for the replacement of the courthouse and jail roofs because of their poor condition

 

They jail roof should be replaced prior to renovation into storage.

 

Install new cap flashing and waterproof the inside of the parapet wall.

 

Windows and Doors

The jail’s windows are metal framed, single paned, double sashed and some are in very poor condition. Other windows located on the front of the jail are wood framed, single paned, double sashed are in good condition, (P8).  Due to security concerns, no pictures could be taken of the doorways except for the only entrance from the outside into the jail, (P5). 

 

Replace the doors and windows in the renovation.

 

Fire Safety

There is an annunciator panel for the jail, (P16), and an annunciator panel in the jail (for security reasons) for the courthouse and annex, are in proper working order (P17).  The jail has all the fire detection equipment, located in the proper areas of the room, halls, and exit doors.  There are no strobes located in the building.  The only set of stairs located inside the facility is locked by a maximum-security door, (P22).  It leads from the lockdown into the front office, but fire escape doors were available to access from the lockdown area, which leads to a staircase outside, (P24).  There is storage under the staircase inside the lockdown area, (P23).  This should be removed. 

 

Renovate and replace the fire alarm system and new fire stairs.  Immediately remove lawn mower and any gasoline from the fire stair.

 

Structure

 

There were no problems seen or reported.

 

 

Security

There is closed circuit television throughout the jail that has video, as well as, audio capabilities.  The metal detectors located in the jail are wands.  There were guards located at the jail.  The one entrance and only secure entrance located at the jail was a relay-activated door viewed by a closed circuit camera (P19).

 

 

 

Electrical

The main electrical service comes in to the back of the building to a Square D service disconnect and feeds several panels throughout the building.  One of the panels in the holding facility has exposed wiring inside (P18).  This is a violation of NEC code articles 110.12, 408.18, also this panel enclosure does not fall under either a raceway or a junction box.  Note the raceway definition as stated in the 2002 NEC article 100.  A junction box is stated under article 314.28 (C) of the 2002 NEC, 101.  Overall, the electrical service was in good condition.  The communications equipment is in good shape and housed above the ceiling in the security camera office, (P19).

 

The interior lighting of the jail for the rooms is adequate, but the hallways of the lockdown area are very poorly lit (Due to security reasons pictures were not allowed to be taken).

 

The panel enclosure with exposed wiring should be corrected to bring it up to NEC code.

 

 

 

 

 

 

 

 

 

 

Install additional lighting in the hallways.

 

Mechanical

The jail is serviced by a Weil-McLain Gas Fired boiler, model #LGB-13, 89.  There is one Bell & Gossett circulating pump model #10CVBES-BM, 94, which feeds radiator units located throughout the building, 107.  Overall, the heating system is in good condition.

 

Cooling is handled by 3 window units. 

This building will need to be renovated when the regional jail is completed.  At that time, a central HVAC system should be installed.

 

Work Safety

No problems were noted. 

 

 

 

Space requirements

The jail will no longer be required once the regional jail is in operations.  At that time, the building could be converted to office and storage space.
