General Exterior

The Memorial building was built in the 1930s (91, 84, 90).  The overall exterior of the building is in satisfactory condition.  The building is approximately 17,000 square feet with two floors and a basement.

 

 

 

Exterior Walls

The exterior walls of the building are brick.  There is some mold on the building and a few bricks are missing, (89).  The mortar is in need of repair.

 

The parapet needs to be repaired

 

The exterior of the building needs to be cleaned and the brick repointed.

Roof

The roof is a flat roof and was not accessible to inspect, but there were some obvious problems with leaking noted on the ceilings inside the building, (75, 76, 79).

 

The flat roof needs to be replaced.

Windows and Doors

The windows appear to be wood, (58).  The doors are made out of wood and aluminum/glass, (56, 83, 85).  There were no problems noted with either.

 

 

 

Fire Safety

None of the courtrooms seated 50 people so there was only one exit, but there were no exit signs.  The fire alarms had both strobe and horns, and they were located in the bathrooms.  There were no sprinklers.

 

Install exit signs in the hallways and auditorium.

 

Install a sprinkler system.

Structure

 

There is some settling of the structure but it does not appear to be a problem, (87).

 

 

 

Security

There are metal detectors for the magistrate courtroom, and they do have a closed circuit TV system.  There is no panic button for the judges or bulletproof materials for the judges.  The magistrate court will be moved to the old bank building so there is no need for additional security measures.

 

 

 

Electrical

The wiring is old, but they are trying to have it rewired.  The power enters the building overhead.  The main power outside is a Power Master 200 Amps, 240 Volts.  Emergency stand by system is Onan Model #LTEU30-3/2525 Volts 120/240, Phase 1, 30 Amps 3 Wires, 60 Hertz.

 

The building needs to be rewired and updated.

Mechanical

The HVAC system has a York Air Handler (new) Model # H2CA480A25A, (54).  The also have 2 Burnham steam boilers, (61).

 

 

 

Work Safety

There was no asbestos noted, nor any mold, moss or efflorescence. 

 

 

 

ADA Compliant

The building is not accessible.  This building does have handicap accessible restrooms (77).  There were some knob handles, and there was not an elevator.  They use the same handicap parking spaces for this building and the courthouse.

Install a lift and access at the front of the building for accessibility to the basement and first floor.

Space requirements

This building could use some more storage places.  They do store some things in the boiler room, (63, 64).  These items need to be removed from the boiler room.  They are a fire hazard.

 

The need for additional storage space should be supplied in the old bank building that has been purchased and will be renovated.  (See Summers Courthouse.)
