            The Randolph County courthouse was built in 1902 and it is on this historic register.  The building is three stories with a basement and a bell tower.  The exterior walls of the building are stone and are in good condition, but there is some mold growing a few cracks in the stone.  We recommend cleaning the facade of the building and places where mold is present.  We also recommend having an engineering study performed on the cracks of the building.  The windows and doors are in good condition, but we recommend installing dead bolt locks, and panic hardware on all the doors.  We also recommend insulating and caulking all exterior doors.

 

            To bring this building up to ADA compatibility requirements, we recommend installing a sign stating the maximum fine for parking violation.  We also recommend installing lever handles on public doors, and proper signage.  In addition, the handicap accessible bathrooms need renovated to make them ADA compliant.  In this renovation we recommend insulating water lines and drain lines, and installing new doors and grab bars.

 

            This building has fire alarms, exit lights and emergency backup lights, but there is no sprinkler system.  We recommend installing a sprinkler system throughout the building.

 

            To improve security in this building, we recommend equipping the facility with an entry-level screening using a walk-through metal detector and an X-ray machine.  There should be limited access to the building other than the entry-level screening by securing the doors with audible alarms and magnetic contacts.  We also recommend installing a security system in the building with a security console.  In addition, a closed circuit television system and duress alarms should be installed.

 

            The electrical system in the building is in good condition.  The building has a boiler system for heating and an air handling unit in the attic for the building.  We recommend replacing the boiler.

 

            This building does have some work safety issues, such as large missing portions of plaster from the basement ceiling, and the floor tile throughout the building could contain asbestos material.  We recommend performing a complete asbestos study for courthouse.

 

            The building’s interior has minimal water damage in attic, and in the basement records area.  The basement ceiling has major holes, and the floor tile needs to be replaced throughout the courthouse.  We recommend performing renovations to the entire courthouse building; including painting and repairing all damaged floors, walls and ceilings.

 

            There is a need for additional space for offices and storage.  We recommend building a 10,000 square feet building for additional storage and office space, and renovating the jail when it becomes available for office and storage space.

 

            The General Annex was built in 1984 and is approximately 8,000 square feet.  The building has two stories with a basement, and it has no windows.  We recommend installing windows throughout the office areas for fresh air and a comfortable working area.  We also recommend that the building be equipped with a fire alarm system with annunciator, horns and strobes, and panic hardware be installed on locked door upstairs to all exit access. To improve the security with this building we recommend installing a security console and closed circuit television system, and installing security cameras for safer work environment to employees.  In addition, the building should have a central air handling system installed in the building for efficiency, aesthetics and employee comfort.

 

            The Judicial Annex was built in 1973 and is approximately 6,000 square feet.  The exterior walls are in good condition except for some minor cracking.  We recommend repairing any exterior cracking.  We also recommend replacing the original windows in judicial annex, and installing additional windows in the building throughout office area.  In addition, there should be a sprinkler system for entire building installed, along with strobe lights on fire alarm system.  To bring this building up to ADA compatibility requirements, we recommend installing a sign stating the maximum fine for parking violation, lever handles on public doors, and renovating the restrooms to be handicap accessible restrooms.  For security purposes, we recommend equipping the facility with an entry level screening system using a walk-through metal detector and an X-ray machine, and limiting access to the building other than through the entry-level screening.  The doors should be secured with audible alarm, magnetic contacts and crash bar.   In addition, duress alarms for offices should be installed.  We also recommend correcting all NEC code violations, and improving lighting situations in hallways throughout office complex by installing appropriate light fixtures.  In addition a central HVAC unit in the building should be installed.  We also recommend ceiling tiles should be replaced during general renovations to the interior walls, floors and ceilings.

 

Total cost of this project: $2,845,680.
