General Exterior

The general exterior is in fair condition.  The building was constructed in 1936, (P38).  The building was completely renovated in 1997-1998.  It has four floors including the basement, (P20, P21, P25, P38, P31, P32, P39).  The foundation is constructed from stone, (P39).  The building is approximately 42,000 square feet.

 

 

 

Exterior Walls

The exterior walls are made of stone.  There is moss and mold on the exterior of the building, (P23, P24).  There is also peeling paint.  The mortar is in good condition.

 

Clean the exterior walls of the old courthouse building and repair any cracks that are present in the mortar joints.

Roof

The roof is a flat rubber membrane roof.  There is no evidence of damage or wear, (P7, P9, P10).

 

 

 

Windows and Doors

The windows are steel, single-pane windows.  There is rust and peeling paint on the windows. 

 

The doors are aluminum with glass and wood.  There is panic hardware on most of the exit doors out of fire stairs, (P30).

 

Replace original windows in courthouse with period appropriate windows and sashes.

Fire Safety

The building has no sprinkler system.  The courthouse building does have emergency lighting and exit lights.  There is storage under the stairs and some stairs are blocked.  These items should be removed, as they are a fire hazard.  The courthouse has an inadequate fire alarm system.  There are two means of egress from every floor.  There are two exits from each room that holds 50 or more people.  There is panic hardware installed on all exit doors, (P17).  The building is equipped with fire extinguishers.

 

Install sprinkler system for courthouse building.

 

Renovate and replace fire alarm system.  Install smoke and heat detectors, horns and strobes.

Security

There is a security alarm system and metal detectors.  The judge’s bench has panic hardware.  There is no bullet-proofing around the judge’s bench.  There is no closed circuit television system.

Install entry level screening composed of a walk through metal detector and X-ray machine, a security console and closed circuit television system.

 

Install panic alarms and duress alarms as necessary.

 

The judge’s benches and clerk’s desk should have ballistic protection on all sides with public exposure.

ADA

There is a handicap parking space.  There is no sign stating the fine for parking violations, nor is the spot large enough, (P35, P36).  There is no signage in corridor.  The doors with the public access do not have lever handles.  The restroom on the first floor does not have grab bars on the rear of the toilet.  There is no fire alarm or strobe light in the bathroom, (P1, P2).

Provide an ADA compliant parking space with proper signage.

 

Install proper signage throughout courthouse.

 

Install lever handles on public access doors.

 

Renovate 1st floor bathroom to meet ADA requirements.

Structure

 

There is no evidence of foundation settlement.  There is no damage to the walls.  The floors are concrete and show no evidence of damage or wearing. 

 

 

 

Electrical

The electrical service for the courthouse building enters from underground. The building’s electrical service appears to be original.  The lighting is fluorescent and incandescent.  The incandescent lights need to be replaced.

 

Upgrade electrical system in the courthouse due to the age of the age of the wiring and electrical panels.  Upgrade the lighting as needed.

Mechanical

There was a $50,000 upgrade to the HVAC system in 1997.  There is a natural gas fired boiler.  The building is supplied by window and roof air conditioning units.

Upgrade HVAC system to eliminate all window air conditioning units for better ventilation and efficiency.
