            The original courthouse was built in 1900.  An addition was constructed in 1963 and in 1998 a second floor was added to the 1963 construction.  The courthouse is approximately 38,000 square feet, with three stories including a basement.  The building is in good shape.  The exterior walls of the courthouse are brick, and were cleaned around five years ago.  The judicial building and sheriff’s office are located next to the courthouse. 

 

            The foundation on the original building is made of stone, the foundation of the addition is concrete, with minimal evidence of settlement.  The roof is both pitched and low slope.  The pitched roof has asphalt shingles; the low slope has a rubber membrane.  They appear to be in good shape.  The windows are aluminum and are in good shape, having been replaced at an unknown date.  The doors are aluminum and glass and are in good shape.

 

            The courthouse has fire alarms with strobes, a sprinkler system, exit lights, and an emergency lighting system.  There are two means of egress from each floor in the building.  The electrical system in the building is adequate.  The building has fluorescent lighting.  The building is heated by a natural gas fired boiler and air conditioned by Trane air handlers.  The HVAC system appears adequate for the building.

 

            There is a handicap accessible parking space, however, it lacks a $100 fine sign.  The handicapped entrance is acceptable including signage in the corridor with Braille.  The doors have lever handles.  There is at least one handicap accessible toilet per floor with correct grab bars and insulated water pipes.

 

            The judicial building was finished in 1997.  It is in excellent condition and meets all fire and ADA codes.  The only problem with the building is a lack of storage space. 

           

            The sheriff’s office building is in the old jail.  The building is not ADA compliant; specifically, there are no access ramps and accessible toilets.    The only problems noted throughout the complex are the lack of security in all but the Judicial annex and the lack of storage space.

 

The total cost of the recommendations is $437,760.
