General Exterior |
This courthouse was constructed in three parts. The first part was constructed in 1900, (P1, P2). The second part was added in 1953 and 1963, (P3, P4), and the third part, a second floor to the 1963 construction, was added in 1998 (P5). The courthouse is approximately 38,000 square feet with three stories including a basement. This building is in good shape (P1, P10, P11, P12). The exterior was cleaned within the past 5 years. The mortar has minimal wear. The foundation is made of stone. There is some settlement as evidenced by a crack on the floor. There is a sheriff’s office and a judicial building located beside the courthouse. |

Exterior Walls |
The exterior walls are made of brick. There is a minimal amount of moss on the building. The exterior walls were cleaned about 5 years ago. The foundation of the original courthouse is stone the foundation of the additions are concrete with minimal settlement evident. |

Roof |
The original part of the courthouse has a pitched roof with asphalt shingles of unknown age and moss in one small place (P13). The newer portion has a flat, rubber membrane roof which was installed when the new addition was built in 1998 (P14). There is no evidence of roof damage. |

Windows and Doors |
The windows are aluminum. They are not original to the building, the replacement date is unknown. The windows are in good shape. The doors are aluminum with glass. They are also in good shape with weather stripping, deadlocks, and panic hardware. |

Fire Safety |
The courthouse is fully equipped with a fire alarm with strobe lights, sprinkler system, exit lights and emergency battery powered lights. There are at least two means of egress from each floor. The stairwells are enclosed by fire rated walls. Nothing is blocked or in the way of the exit paths. The doors swing toward the exit and have the appropriate panic hardware. |

Structure
|
The building structure appears to be in good condition. There are a few cracks in the interior walls and the floor of the newest annex, (P15, P16). |

Security |
The building is open to the public and there is not a secure entrance. |
The facility should have an entry-level screening using a walk-through metal detector and an x-ray machine. All perimeter exit doors should be secured by installing an audible alarm, magnetic contacts, and a crash bar. |

Electrical |
There are eight (8) electrical panels throughout the building including the main. The panels are all in good shape and the building appears to be adequately supplied. The main breaker is a 1200 A manufactured by Square D, (P20). The building lighting is fluorescent. There are emergency lights throughout the building as required. |

Mechanical |
The courthouse is heated by a natural gas-fired Lockinvar, Model CHN0400 boiler, (P21). The air conditioning is provided by Trane air handlers, (P22, P23). |

There is a handicap accessible parking space which meets the code in every way, except for the lack of a $100 fine sign and having to cross a traffic lane to access the entry. The handicapped entrance is acceptable including signage in the corridor with Braille. The doors have lever handles. There is at least one handicap accessible toilet per floor with correct grab bars and insulated water pipes. |
