General Exterior

The courthouse was built in 1926.  It is a two-story brick building with a basement.  The courthouse is 9,250 square feet, (P1, P5, P6, P8).  Floor plans schematics for each level are as follows: lower level, ground level, and second level.

 

The Courthouse is small and does not appear adequate for the needs of the county. It does not meet current fire code or accessibility laws. The walls have cracks throughout indicating a structural problem.

 

Exterior Walls

The exterior walls of the courthouse are in poor condition.  There are numerous cracks.  The cracks run along the tops of the windows on each floor.  There appears to be a problem with the brick on the face of the courthouse, (P9, P10, and P11).

 

We recommend a professional structural engineer conduct a professional evaluation of the brick and offer a solution to rebuild the face of the building.

Roof

The pitched roof is in good condition with no known leaks.  However, some patching is apparent, (P18).  It is coated with a foam covering, (P19, P20, and P18).

 

This roof type must be maintained yearly for it to be effective.

 

Windows and Doors

There are two entrances into the basement, three entrances onto the first floor, and an elevator at ground level.  The windows are aluminum framed and at least 20 years old, (P21).  The doors are aluminum and in good condition, (P22, P8, P3, P2).

The windows and doors appear to be in good condition.

 

ADA Compliance

The handicap entrance is through an enclosed lift that does not meet ADA standards on the rear of the building and it does not function properly.  The lift was constructed on the outside of the building with a ground-level entry that serves all floors. The first-floor access is from the commission hearing room, and the second floor access is from the main circuit courtroom, (P8, P23).  Handicapped parking is located in the rear of the building, (P24, P25).  The accessible restrooms are located in the basement.  Few of the requirements are met, (P26 P28).

 

Repair the lift and renovate the restrooms to meet current ADA standards.

Fire Safety

The fire alarm system is a FireLite MS-5024, (P29). There are 5 smoke detectors, 12 heat detectors, 11 pull stations, 9 horns/strobes, and 1 strobe. There are no sprinklers, (P30, P31, P32, and P29). The exits are not correctly spaced in the courtroom, (P23, P33).

 The secondary exit is a covered fire escape attached to the rear of the building. It provides a second exit out of the courtroom, but there is not sufficient space between the exits and, if the courtroom door is locked, there is only one exit out of the remainder of the second level. Install a new enclosed exit stair on the rear of the building.

Structure

 

There are numerous cracks.  The cracks run along the tops of the windows on each floor.  Water damage also exists in the courtroom, (P34, P35).  There is a ceiling crack between the second and third floor stairwell, (P36, P37).

See notes on exterior walls.  The water damage looks old and no longer active.  We recommend watching to see if it reoccurs.

Security

There is a metal detector located near the entrance to the courtroom, however, it was unplugged, (P38).  Closed–circuit cameras are located throughout the building, (P30, P39).  The judge’s bench has been bulletproofed and equipped with panic hardware, (P40).  None of the entrances to the courthouse were secured, and the courthouse does not employ full-time security guards.

 

It appears the recommendations from the Supreme Court of Appeals Security Audit Report have been accommodated. 

 

Electrical

The current electrical is in the process of being replaced.  There was no labeling on the circuit breakers except in the basement.  First floor.  Second floor.  Basement.   The lights in the attic did not work. 

 

 

Mechanical

The conditions of the HVAC systems varied from new to old and rusty. See table below for each individual unit.

 

We recommend installation of a centralized energy efficient HVAC system to replace the assortment of units currently in use.

Work Safety

An asbestos report was unavailable. There was no evidence of mold.

 

We recommend an asbestos study be performed.

The Courthouse is small and does not appear adequate for the needs of the county.
