The Ohio County courthouse was built in 1958 and it is five stories and has an attic and a basement. The exterior is in good condition, but there is some chipping of the vertical concrete stone application between the windows, and there is some mold growing on some of the exterior walls. We recommend repairing the damage to the stone application between the windows and the granite columns and that the stone be cleaned to remove the mold
To make the building meet ADA compatibility requirements, we recommend correcting the accessible parking space, and upgrading all of the accessible restrooms to be ADA complaint.
This building has some structural damage issues that need to be addressed. There is some structural cracking throughout the building. A structural engineering study should be done on the building and the cracks to determine what loads the floors will handle, and how to best utilize the space.
All of the mechanical systems in the building are in fair condition, but some of the components are starting to reach the end of the expected life expectancy, thus all the mechanical components that are outdated or no longer efficient should be replaced.
This county is in need of additional office and storage space, and the county has purchased the old AEP building for such use. The AEP building has five stories and a basement and an attic. The building is in overall good condition, but it needs the brick and stone exteriors cleaned and re-pointing and sealing of the brick. To improve security in the building, there should be limited access control for the building by installing an X-ray machine, card access for employee entrances, closed circuit television cameras, ballistic material for the judge’s benches, duress alarms, alarmed exit doors, and a security console. The renovation should be completed on this building.
The annex building is a one floor building with a basement. The exterior is in good condition but we recommend that the exterior brick be cleaned and sealed. The roof also has leakage problems, therefore, the roof should be replaced and the roof tapered for controlled runoff. The doors are in good condition, except for some aluminum detaching that should be fixed. The windows are in good condition, except for some leakage problems. We recommend replacing any leaking windows and removing old caulking and re-caulk the windows. The annunciator panel should be updated and strobe lights should be added to the fire alarm system to improve fire safety in the building. All cracks on the interior of the building should be studied by an engineering to determine the cause and remedy. To improve security in the building, there should be an X-ray machine installed to check packages, and ballistic material on the bench should be installed along with panic buttons. In addition the electrical system needs to be upgraded because of the need of additional receptacles. We also recommend installing additional heating to the basement.
