General Exterior |
The courthouse is a 42,000 square feet, two-story structure with a basement, (P49, P50, P51, P52). It was built in 1898 and is on the Historic Registry (P53). The foundation and exterior walls are constructed of cut stone.

Exterior Walls |
The stone exterior walls of the courthouse are in good condition with minimal wear to the mortar. |

Roof |
The roof is a combination of shingles and a built up roof, (P3, P6, P39, P45). One area of the roof is pitched, while the other part is relatively flat. There were no reports of leaks; however, minimal ponding was evident on the section of flat roof. The roof was replaced in ’91, with repairs in ‘96. The jail roof was replaced in ’96. The roof was coated in 2000. |

Windows and Doors |
The windows are a combination of old and new including wooden frames, metal frames and vinyl-clad aluminum frames, (P25, P48, P61). The remainder of the wooden-framed windows are scheduled to be replaced in 2002. The new aluminum, vinyl-clad window are double-glazed. |
Because of the historic nature of the courthouse building, we recommend that the windows be replaced with historic replica sashes. |

The accessible restrooms are located in the basement. The restrooms do not meet the requirements for the five-foot turning radius or a 5’X5’ stall. There is no 3’ grab bar located behind the toilet and the hot water line and drainpipe is not insulated. The building has an elevator. The accessible parking is adequate. The courtroom witness stand and judges’ bench should be made accessible. |

Fire Safety |
The courthouse is outfitted with fire alarms and strobe lights (P5). Nine fire extinguishers are located throughout the facility. There is no sprinkler system present and the stairs are not enclosed by fire-rated walls or doors. The annunciator panel is located on the first floor near the main entrance, (P33). |

Structure
|
There are a few instances of collected water within the interior of the courthouse. Standing water was located in the Boiler Room, (P27), and standing water was located in the basement (P47). It was mentioned that the water in the basement is caused by seepage from the parking lot. Disintegration of the basement wall was apparent, (P54). Noticeable horizontal cracking is present on the 1st floor, (P58), as well as in the wall above the Circuit Clerk’s doorway, (P34). |

Security |
There is a security alarm system. No metal detectors are present at the entrance doors to the building, and no security guards are posted. There is no closed-circuit television system present. A metal detector is placed at the entrance to the courtroom. The judge’s bench is bulletproofed, and the bench is equipped with a panic button. It appeared that someone could easily enter the courtroom while court was in session. |
