General Exterior

The Morgan County Courthouse was built around 1905, (Front, P1; Left, P2).  It is approximately 7400 square feet with 2 stories and a basement, which is in the flood plain.  The courthouse is attached to the annex by overhead walkways, (P3).  It has a stone and concrete foundation, which has numerous major cracks.  The courthouse site is preparing for a major renovation, which will enclose all the buildings on the site.

 

 

   

 

 

 

 

 

 

 

 

 

 

 

 

Exterior Walls

Brick walls with minor cracks throughout, pealing paint, but mortar is in satisfactory condition.

Gentle sloping roof covered with rubber membrane, has some minor leaks, (P4).

 

Repair roof, flashing and gutter.

Windows and Doors

The building still has the original windows, which are wooden with single panes.  Some of them have rotted wood and missing glazing, (P10, P11). 

 

The doors are aluminum and glass and are in good condition.  They are difficult to open.

 

 

 

 

Replace the windows in the building with historic profiles.

Fire Safety

There are no fire alarms, sprinklers, exit lights or emergency lighting.  The stairs are not enclosed, (P5, P6) nor have fire rated doors.  The exit doors have panic hardware.  There are two means of egress from each floor and the courtroom.

Fire alarm system should be installed with strobe lights and horns.

 

A sprinkler system should be installed.

 

Emergency lights should be installed on basement, first, and second floors.

Structure

 

The floors are wood and are not overloaded.  The walls have minor water damage from minor roof leaks, (P7, P8, P9).

 

  Repair water damage and cracks on walls.

Security

There is a metal detector at entrance of courtroom, and the judge’s bench has bullet-proofing and a panic button.  Otherwise, there is no other security system in place.

Electrical

There is inadequate electrical service to the building.

The building electrical service should be upgraded and rewired.  Additional ground fault receptacles should be installed.

Mechanical

The courthouse has a gas-fired boiler, which appears to be adequate for the needs.  An air conditioning system was installed in the courtroom in 1993.  The other offices use window units.

 

Install an air conditioning system for the remainder of the building.

There are 9x9 tiles in records area, which probably are asbestos.

ADA Compliance

There is no ADA bathroom for courtroom area; they have to go outside and into 1st floor.  There is a chair lift to courtroom (P12) that blocks the fire escape route.  This should be removed and an elevator installed.  There is one accessible parking space along road (P13).  The ramp is ADA compliant (P14).  A new accessible entrance will be included in renovation.  There is no signage or lever door handles in the corridors.  There is one unisex accessible bathroom on first floor, (P15).  It is compliant except there is no insulation on the hot water pipes and drain lines, the sink does not have levers, and there is no fire alarm with strobe.  The circuit court room bench and witness stand are not accessible.

 

Install an ADA compliant bathroom for the courtroom.

Bring the existing ADA bathroom up to compliance.
