General Exterior

The annex was constructed in 1923 and is 6,147 square feet, (Front, P1; Rear, P2; Left, P3; Right, P4), The building is 2 stories with a basement.  The foundation is concrete and shows no settlement.  The annex is connected to the courthouse by walkways.

 

   

 

 

 

 

 

 

 

 

 

 

Exterior Walls

The brick walls have no water damage but the mortar needs to be repaired (P5).

 

Clean brick and repair the damaged mortar joints.

Roof

The roof is pitched with a rubber membrane, (P6, P7).  It was replaced 15 to 20 years ago.  The flashing is damaged and pulling away.  There is a leak above the magistrate court, (P8).

 

Replace damaged roof and flashing.

Windows and Doors

The Windows are the original wooden windows with single glazing and old and missing caulking.  They will not open.

 

The doors are glass and aluminum in satisfactory condition.

 

Replace windows with historic profiles.

Fire Safety

There are no alarms, strobes, exit lights, or sprinklers.  The building does not have emergency lights.  The stairs are not enclosed.  The doors have panic hardware and swing outward.

Fire alarm system should be installed with strobe lights and horns.

 

A sprinkler system should be installed.

 

Emergency lights should be installed on basement, first, and second floors.

Structure

 

Interior floors and walls are okay, Carpet needs replaced (P9, P10).

There is no security system, no alarms, cameras or metal detectors.  Since magistrate court is held in this building, it should have limited access.

 

Provide limited access to the building with one public entrance.

Electrical

The electrical system in the building is not adequate for the needs, (P11).

 

Replace existing electrical service, increase the service, rewire building, and add additional receptacles.

Mechanical

The building has a Weil-McLain gas fired boiler in good condition.  There are two air conditioning condensers on the roof.

No complaints except drafty windows.  No asbestos report.

ADA Compliance

The annex shares accessible parking with the courthouse, (P12).  The ramp slope is compliant, but the rails do not extend far enough and there is not enough turning radius at the top.  The doors are difficult to open with knobs.  There are no signs in corridor.  The building is currently under renovation and these concerns will all be addressed at that time.  The bathroom through the county commission office is fine, (P13) except for lever handles on the sink and insulation.

Install signage in corridor.

 

Install lever handles on the accessible sink and insulation on the hot water piping and drain lines.
