General Exterior

The original date of the Monongalia County Sheriff’s Offices and original jail construction was over 100 + years ago, (P1, P2, P3).  The Jail Annex construction was in 1988 (P4, P5, P6).  The approximate size of the Sheriff’s Office is 4536 square feet with two stories plus a basement.  The approximate size of the jail is 18,900 square feet with 3 stories plus basement.  The foundation of the sheriff’s office is stone.  The foundation of the jail annex is concrete.  The foundations are in good condition.

 

 

We recommend the jail building be demolished in favor of a new judicial annex.

 

 

 

 

Exterior Walls

The general exterior of all buildings are in good condition.  The exterior walls of the building are brick.  There is efflorescence, (P7, P8) on the annex.  The paint on the sheriff’s office brick and wood is peeling, (P9, P10).  Some of the mortar should also be re-pointed before painting, (P11)

 

 

 

Roof

The sheriff’s office roof is the original metal, (P12).  The flashing is rusted.  The annex has the original rubber membrane roof, (P13).  This roof is cracking and growing plants and moss.

 

 

 

Windows and Doors

The windows in the sheriff’s office are aluminum, double paned, (P14).  They were replaced over 30 years ago.  They are in good condition.  The windows on the jail annex are glass block in good condition, (P15).  The window above the phone system needs to be replaced.

 

The doors are steel.  They are in good condition, (P16, P17). 

 

 

 

ADA Compliance

There is one accessible parking space for the building.  The spot is in the street, which is not preferred, but acceptable.  It has the proper signage, but no painted symbol on the pavement.  The ramps do not have handrails on both sides.  There is no accessible bathroom in the building.

 

The doors in the sheriff’s office do not have lever handles.

 

 

 

Fire Safety

There is a fire alarm for the building with smoke and heat detectors, horns and strobes.  The building has exit lights and battery operated emergency lights.  There is no sprinkler system.

There is no panic hardware on the fire exits. 

 

 

 

Structure

 

The building wall construction is wood for the older section and concrete block for the annex.  They all appear to be in good condition.  There were no structural problems noted.

 

 

 

Security

The security system is adequate for the current use of the facility with limited access doors and locks.  There is a metal detector and CCTV.  Security needs should be considered during the renovation.

 

 

 

Electrical

The service entrance and outdoor transformers are in good condition.  The electrical service appears to be adequate for the current needs.  Upgrades may be needed during renovation for office use.

 

 

Mechanical

The building has a Burnham gas fired boiler, which was installed in 1992.  It is in good condition.  There are several air handlers in fair to good condition.  There is a roof top condenser unit in good condition.  The age of this equipment is unknown.  Some of it may need to be replaced during the renovation.

 

There are window air conditions in the sheriff’s office.

 

 

Work Safety

There were no work safety issues identified.

 

 

 

Space requirements

With the opening of the regional jail, the annex with the exception of a few holding cells, can be renovated for office and storage space.
