General Exterior

The building was constructed in 1966.   It has four floors including the basement and is approximately 12,000 square feet. The general exterior is in good condition. The foundation is constructed from concrete.

Exterior Walls

The walls are made of pre-cast concrete and are in good condition. Some areas of the exterior are dirty. P55 P56 P57 There is mold and moss in some areas, especially under the window ledges. P61

Clean the exterior.

Roof

The roof is flat. It was in the process of being repaired at the time of the inspection and was not accessed.

 

 

Windows and Doors

The windows are aluminum and are in good condition. P61 P52 They are single pane and are original to the building. The caulking is deteriorated. Some doors are aluminum with glass and some doors are made of wood. P42 P33 The hinges are functioning properly and swing freely.

Caulk all windows.

Fire Safety

There are exit lights, battery operated emergency lights and a fire alarm system. There is no sprinkler system. There are two exits from every floor. P34 The stairs are enclosed by fire rated doors. The stairways are free from obstructions and storage. P42 There are two exits from the rooms that hold 50 people or more but the exits are not marked. There is panic hardware on all exit doors.

Install exit signs in the rooms that hold 50 people or more. No sprinkler system required.

ADA Compliance

There is ADA parking for the building. The parking is well marked with paint and signs. P43 P44 The ramp and the handrail on the ramp are excellent. P54 P59   The entrance door is easy to open. There is a lack of signage in the corridors. The bathrooms are signed with raised letters. There are lever door handles ADA bathroom doors but no others. The fire alarm system does not have a horn or strobe light.

Install ADA signs in the corridors.

 

Install lever door handles throughout the building.

 

Install horns and strobe lights on the fire alarm system.

Structure

 

There are no apparent structural defects.

 

 

Security

There is a security alarm system, metal detectors on all entrance doors, closed circuit TV system, and the judge’s bench has a duress button but no ballistic material. P32 P33

Electrical

The lighting is fluorescent and in good condition. There is adequate lighting in the rooms. The breaker boxes are Square D. P8 P10 P49 P50 P51 There is an old generator in the basement. P3 P4

 

 

Mechanical

This is the original HVAC system. It has endured several floods. The county has assessed the HVAC system and concluded that they need $200,000 for a new one.  Existing System Photos: P1 P2 P3 P4 P5 P6 P7 P11 P12

The courthouse needs more space for the law master, magistrate, and judicial offices. They have suggested remodeling the jail space for these offices but have no funds.
