General Exterior |
The Commissions office was
constructed in 1916. P1 The
Commissions office is approximately 12,600 square feet and is four stories
with a basement. Here are views of the
Commissions office. P2, P3, and P4 The general
exterior is in good condition. |
Some areas of the brick
exterior are cracked. Certain areas of the stairwell are also showing minor
cracks. The first floor is sagging about one inch in the center. We recommend consulting a
structural engineer to investigate the structure before any renovation of the
building is done. |

Exterior Walls |
The
foundation is stone and the exterior walls are brick. There is no evidence of settlement of the
foundation. There are some visible

Windows and Doors |
Some
windows throughout have been replaced with no approximation on the year. They are in good condition with aluminum
frames, thumb latches, single pane glass, and are double sashed. P8, P9, P10,

The remaining windows are old and wooden. The front entrance door for the
building is aluminum with glass. There is no panic hardware installed on it. P12 The
back entrance is a solid steel door without panic hardware installed. P13 Each
door swings into the building. These
doors are in good condition. |
Replace 40 old windows with
new commercial grade windows. Install panic hardware on
the basement door. The cost is included in

Fire Safety |
The building does not have
a fire detection system installed.
There are fire extinguishers throughout the building. There are two exit doors in the building
and both swing inward. There are
emergency escapes from each floor. The stairs are open all the way up to the

Install a fire alarm system
and emergency lights. Enclose the stairwell at
each level . Reverse the swing direction
of the two exit doors. Eliminate storage under

Structure

The walls in the building are
wood frame. There are cracks in the walls in the staircase. P16, P17, P18, P19,
P20,
and P21
The remaining wall structure appears to be in good condition. The floor structure is made up of
wood. The first floor is sagging by
one inch towards the center of the room P22, P23, P24, P25 The
remaining floors appear to be in good condition. |
The building needs to be
completely remodeled inside. This would include all new flooring, drywall,
trim, paint, interior doors with Repair the sagging floor

Electrical |
The main electrical service
entrance is on the east side of the building. P29
The building is being fed from three 50 KVA pole-mounted transformers located
across the street on the east side of the building. This service is then
distributed from a GE 240Y / 120V, 200 A, 1 Phase, 3 Wire main panel located
on the second floor which does not shut properly. P31
There is another panel beside this panel that is not in working condition but
has had a jumper run to one of the circuits from the main. P32
There are several other panels throughout the building but it was not
possible to find them all do to excessive storage in those areas. The electrical distribution throughout the
building is in poor condition. The communications for the
building is fed from the The interior lighting
(fluorescent and incandescent) of the building is very dim in most offices. P33 It was also stated that there aren’t enough
receptacles in the rooms and that circuit breakers tend to blow if to many
appliances (i.e. space heaters) are placed on a circuit. The lighting and power for the building is
in poor condition. The building was
lacking exit lights. However,
emergency lights were just installed, work properly, and appear to be
adequately spaced. |

connections, light fixtures and receptacles during renovation. The estimated cost is

Mechanical |
The building has two
Burnham gas fired boilers located in the basement. These units were installed approximately 3
years ago. One of the units is showing extensive rust from a leak that has
been fixed. P37
The gas meter is located on the northeast corner of the building and is in

The water meter located on the east side of the building. P39 There was one Perfection
Products heating unit fed by gas in the sheriff’s office that was in good
operating condition. P40 Cooling is being handled by
many different types of window units located throughout the offices. P41
All of the units are in good condition and are in working order. |
