General Exterior |
The annex is a 9400 SF two-story brick building with a basement, P1. It has three entrances: front entrance, P2; right side entrance, P3; and rear entrance, P4. There are plans to connect the annex to the main courthouse. |
The annex building is in need of major upgrading. The roof needs replaced, the exit stairs do not meet code, and it is difficult to bring the building into compliance with ADA. |

The exterior walls of the annex appear to be in good condition, P2, P1, P3, P4. |

The shingled roof is in fair condition, P5. It has a pitched slope. |
The roof needs replacing, we recommend replacing the roof with a material similar to the original roofing material. |

ADA Compliance |
There is handicap parking available on street, P7, and across the street from the building. The front of the annex has been modified with a handicap accessible ramp, P2 but only the first floor is accessible. There are no accessible toilets in the building. |
There is no elevator, but a sky bridge (P31) is planned to span between the courthouse and the annex building on the second floor making it accessible via the courthouse elevator. Renovate the toilets on the first floor to ADA standards. Install ADA Signage Install Lever handles on doors. |

Fire Safety |
The building does not have a fire alarm or a sprinkler system. The stairs do not meet the current fire code and have material stored in them (P22). |

Security |
The sheriffs department occupies the basement of the building. The second floor is being renovated into magistrates’ offices. The first floor is used by the public for meetings. |
Install a security alarm system. Install exit door alarms. Secure the second floor from access through the internal stairs and make the only access via the sky bridge from the courthouse. Provide an entry control system into the magistrates’ areas. Secure the basement with card entry system and a closed circuit TV system into the first floor and the magistrate’s area. |

Electrical |
The electrical system appears to be in good condition. There is a lot of miscellaneous storage around the electrical panels shown. This is a fire hazard and they should be removed from the area. |

Mechanical |
The annex has three split system air handler units. The two on the upper floors are gas furnaces, and the lower floor (Sheriff’s Department) has a separate gas boiler that supplies a hot water coil in the air handler (P12, P16). The upper floor units have approximately 5 tons of cooling capacity, each. The lower floor condenser is a 10 ton unit. Only the lower level air handler has an outside air intake duct. The second floor of the annex, as previously stated has an 80% efficient gas furnace, with a 5 ton split system air conditioning condenser. This floor is now divided into office spaces, but unoccupied. The maintenance personnel stated that when this floor was occupied, that the present HVAC system carried the load for the most part. He did recall that some of the offices had window air conditioning units installed. There is no outside ventilation air provided for this unit, or the 1st floor unit. |
With the possible exception of the lower level of the annex, we recommend that all the HVAC systems be redesigned and replaced at the earliest opportunity. Since the 2nd floor of the annex is scheduled to be renovated soon, we recommend that new, or at least additional, HVAC equipment be installed at the same time. It is doubtful that the existing system can adequately cool the new occupants, not to mention provide the additional cooling (and heating) that will be required for outside air ventilation. The combination of systems is high maintenance and does not provide enough ventilation to meet current code. We recommend that a new central or zoned systems be designed to increase the energy efficiency, reduce the number of separate units, and provide adequate ventilation. |
