Marshall County Executive Summary

Front of Courthouse

The Marshall County courthouse was built in 1853, and it is approximately 16,000 square feet.  The general exterior of the building is in good condition, but there is some minor cracking and peeling paint.  We recommend repairing the stone, filling the cracks, and clean, and seal the brick and stone.  A structural evaluation should be performed on the building.  The chimney is in poor condition and needs to be repaired or rebuilt.

The roof consists of a flat built up roof, a sloped asphalt shingled roof, and a relatively new brown asphalt shingled roof, and there are problems with each type of roof.  We recommend repairing the flat roof, replacing the black asphalt shingle roof and repairing the flashing and gutters.

Most of the windows in the building are relatively new, but there are some older ones that in poor condition.  We recommend replacing the glass block windows and the main entry windows with historically correct arch top windows.

To bring this building up to ADA compatibility requirements, we recommend installing handrails on the building side of the ramps, and installing lever hardware on all the doors.  In addition, the restrooms should be upgraded to be ADA compliant, and horns and strobes should be installed in these restrooms.

Some of the electrical wiring in the building is old and in poor condition.  We recommend upgrading the electrical service where needed.

The building does have an HVAC unit, but there is still a use of window air conditioning units.  We recommend upgrading the HVAC to a central system where the window air conditioning units are being used.

There is a request for more storage space for this county.  We recommend building a 15,000 square foot annex.

Total cost for this project: $2,757,600
