General Exterior |
The general exterior of the courthouse was in good condition. It is brick masonry with a stone foundation. There is a large main entrance\portico with some cut stone, (P1, P2), and a few direct add-on\annexes to the original structure, (P3, P4). One annex matches well with the original structure’s brick, while the other two are off the back of the courthouse (more out of plain site) and don’t blend as well. The building, constructed in 1853, is approximately 16,000 square feet with floors, an attic and a basement, (P6). |

Exterior Walls |
All exterior walls are brick\masonry. All of the structure appears to be in good condition overall. There are some minor problem areas on occasion, spread throughout the various additions. Problems including silicon filled cracks, stone foundation erosion, some staining\blackened areas, and ornate cut stone chipping\pieces missing, (P8, P9, P10, P11, P12). The chimney appears to be in poor condition, (P15). |
Repair the stone, fill the cracks, clean, and seal the brick and stone. Rebuild or repair the chimney. |

Roof |
There are a blend of roof types including a flat built up roof, (P13, P16), a sloped asphalt shingle (black on main building peak), (P14), and a relatively new brown asphalt shingle roof. The built up roof is a 25-year flat roof laid in 1992. There are some leaks from this roof. The black shingle roof also has some leaks. The newer brown asphalt shingled roof has yet to be completed and appears to have some problems. |
Repair the flat roof. Replace the black asphalt shingle roof and repair the flashing and gutters. Contact the contractor to repair the slipped shingles on the brown shingle roof. |

Windows and Doors |
The tall grand windows at the main entrance are older wooden windows, (P2), while the remainder of the main structure had modern windows, mostly aluminum. The old house and tan brick wings had a mix of older windows and some modern grid aluminum windows. Some of the windows are glass block, (P17). The windows overall are in good condition, with good caulking. The doors are a mix too, mostly metal and glass types at exits, (P22). |
Replace the glass block windows and the main entry windows with historically correct arch top windows. |

Fire Safety |
The fire safety systems throughout the courthouse are excellent. They have well-lit exit paths, backup lighting, strobes, horns, and clear stairwells. Panic hardware is present, and doors swung in the correct direction. |

ADA Compliance
|
There are ramps to the basement and first floor. They do not have handrails on the building side. The bathrooms are not compliant. The stalls are not big enough in some of them, the piping under the sink is not insulated, and some of the faucets have knobs, (P18, P19). They do have horns and strobes in the accessible bathrooms. The doors throughout the building have knobs instead of lever handles, (P23) |
Install handrails on the building side of the ramps. Upgrade the bathrooms to be ADA compliant. |

Structure

Structurally the building was very sound. There was one crack that should be investigated, (P21). Some of the first floor offices appear to be at full capacity with documents and racks from the floor to the ceiling, at the outer perimeters of the offices. |

Security |
Security was excellent. A secure facility is maintained with closed circuit TV, a hub for video monitoring, metal detectors, a people moving scheme to direct traffic properly throughout the courthouse facility, an x-ray machine, and deputies on duty operating machinery and surveillance, (P24, P25, P26, P27, P28). The doors have keypad access. |

Electrical |
The electrical systems in the main courthouse appear to be in good condition. The electrical systems in the wings appear to be older and in poorer condition. |
Upgrade the electrical service in the wings as needed. |

Mechanical |
Mechanical rooms, HVAC systems are all well maintained and in good condition. There are some window air conditioning units were are inefficient and noisy. |

Space requirements |
In the realm of documentation there is little space left, causing cramped office space. The county is in need of additional space for offices and storage. There is an approximately 10,000 square feet magistrate building which is about three years old and in good condition. |
