General Exterior |
The original construction of the courthouse was in 1897. This building is three stories with a basement, an attic and a dome (P1, P2, P3, P4, P5, P6, P7, P8). The building is approximately 32,000 square feet. It is on historic register (P9). No foundation cracks were noticed, but there are concerns that there are cracks. They are digging around parts of the foundation currently to look for them, (P10). There is a detached jail on site, which is being used as a holding cell for the courts. |

Exterior Walls |
The exterior walls are stone. There is some damage on the exterior of the building (P11). No mortar was noticed missing. The outside steps to the courthouse were recently hit by a van, and they are in the process of getting bids to get them repaired. The soffits are in poor condition with missing pieces, rust and peeling paint, (P12, P13, P14). |
Clean, repair, and seal the stone walls. Repair the soffits by replacing missing pieces, scraping and painting. |

Roof |
The roof has both a flat part and a pitched sloped part. The pitched sloped part is covered with aluminum (P15). It was put on 10-12 years ago and appears to be in good condition. The flat roof is a rubber membrane that was replaced around 6 years ago (P16). |

Windows and Doors |
The windows are wood frame, with single panes and they were re-glazed about 10 years ago. There is some rotting wood around the windows, (P17). There were wood doors and Aluminum/Glass doors, (P18, P19). They are in good condition. |

Fire Safety |
There is no fire safety in place other than (P20) fire hoses. There are at least two ways out from every floor of the building. The stairs are open (P21, P22). The exit doors do not all swing out of the building. The building does not have emergency lights. |

Electrical |
The electrical service into the building was upgraded in 1995. The electrical system within the building is still using the original wiring and fuses. The lighting in most cases is adequate, and they use both fluorescent and incandescent. |

Structure

There is water leaking in through the walls on the first floor, which they believe is causing electrical conduits behind some of the walls to rust (P38, P39, P40, P41) and interior water damage. The dome is in poor condition with water damage, rot, and damaged stained glass. There is extensive water damage throughout the building to the plaster, marble, and other surfaces, (P42, P43) The marble floors on the porches are in poor condition with much missing mortar, (P48). The prosecuting attorney’s office was previously an atrium that has been enclosed. No beams were installed to distribute the weight. |
Consider an engineering study to determine the cause of the water damage on the first floor. Rebuild/Repair the dome to eliminate the rotted and water damaged materials, as well as to repair the stained glass. Repair the water damaged surfaces throughout the building once the cause of the damage has been eliminated. Clean, repoint and seal the marble. Perform an engineering study of the prosecuting attorney’s office. |

Security |
There is no security alarm system or closed circuit TV system. The judges are not protected by bullet proofing material, but they do have a panic button. There is a metal detector that is used for major trials. |

Install interior electric door strike lock systems on the judges’ secretaries’ doors. Install a separate phone line to provide the courts and staff with outside communication in each courtroom. Equip all courtroom doors except the judges and the main entrance with audible alarms, magnetic contacts and crash bars. Install additional emergency lighting in courtrooms, judge’s chambers, and secretary’s offices, family law master office, probation officers’ office, prosecuting attorney’s office, circuit clerk’s office, and magistrate courtroom and offices. Install protective window screen or grills in windows to judge’s chambers and secretaries office. Replace the Family law master door, the probation officers’ doors, and the circuit clerk’s door with a solid wood door. Install partitions to prevent entry to family law master office, prosecuting attorney’s office, and circuit clerk’s office. |

There is one accessible parking space for cars but it is not the right dimensions. There is no accessible symbol painted on the pavement, but there was a sign that did state the fine for illegally parking in the space (P49, P50). There is a sidewalk leading to the handicap entrance of the building with minimal slope. The handicap entrance did have an automatic door opener. The signage was not mounted on the wall beside the doors and there was no Braille or raised letters on the signage. There is an elevator in the building. The doors into public areas have lever handles. There are no handicap accessible bathrooms in the courthouse. They are in the process of taking bids to have them built. |
