General Exterior |
The J. Harper Meredith Building (P1, P3, P4, P6, P7) is attached to the rear of the Marion Co. Courthouse. It is a 37,500 square foot precast concrete building built in 1982. Except for a few problems it is in good condition. |

Exterior Walls |
The walls are concrete with fixed aluminum windows and precast panels between a grid of precast beams and columns (P2). The caulking between the panels was deteriorating and at some points missing. |
Recaulk all joints between the precast pieces on the entire building. |

Roof |
The roof appears to be original to the building and is at its useful life span. There are puddles all over the roof indicating poor drainage and several places the membrane has peeled away from the wall (P16, P17, P20). |
Replace the roof with a new membrane and install tapered insulation to properly slope the roof to drains. |

Windows and Doors |
The windows are bronze fixed aluminum with double-glazing. There was no problem with the windows except they need recaulking when the exterior precast panels are caulked. |

Fire Safety |
The building is full sprinkled and enclosed fire stairs. The building had a fire alarm system but the fire alarms did not have strobe lights. Some corridors did not contain any exit signage and in some cases a security door blocked the exit. |

Compliance |
The assessable Parking space is located near the entrance to the building (P3). The accessible symbol was painted on the sidewalk but the sign indicating a $100 fine for illegal parking was missing. There is a curb cut (P5) and a clear path to the main entrance door. The building has elevator access to all floors. ADA signage and lever hardware on some of the doors in the public spaces. There are two public toilets on each floor. The entrance into the toilet was tight (P8), the stalls do not meet current standards, and there is not a 5-foot turning radius in the restrooms (P10). |

Electrical |
The building is served by 1600 amp 120/208V 3 Phase panel (P25). A 225V panel serves each floor in electrical closets on each floor. It appears that he service is adequate for the load. There is a Kohler emergency generator (P24, P27) to serve as back up in case of a power failure. |

Mechanical |
The building is heated with a gas fired boiler (P21) and a roof top chiller (P20). The HVAC system serves the needs of the building. |
