General Exterior

 

The courthouse building was constructed in 1965 (P6, P17). It is four stories and a basement.  The exterior wall made of marble, metal panels and brick (P2, P3, P4).

 

 

 

The building is in very poor condition for being only 37 years old. The roof has been leaking severely for years. The heating and cooling systems are inefficient do not provide adequate ventilation. Mold has infested the building causing a major indoor air quality problem.

 

Exterior Walls

The first floor walls are made of marble; the second and third floors are mostly metal panel with some marble on the corners.  The fourth floor is brick.   There is some evidence of cracking in the walls (P7, P14, P36)

 

 

 

There are stair step cracks n the brick on the forth floor jail.  It is difficult to determine the extent of the damage because of the marble panels on the first floor.

 

Patch the brick and repair the water damage on the exterior of the building.

Roof

The roof is a low pitched roof. It consists of an EPDM membrane. It was coated last year, but already has leaks (P28, P29, P30, P31, P33).

 

 

 

Install a new EPDM roof with tapered insulation.

Windows and Doors

They are single pane aluminum windows.  The doors are aluminum with glass and steel. (P1, P5, P9, P11, P15)

 

 

 

 

It appears that the doors and windows are in good condition.

 

Fire Safety

There is a fire alarm (P19, P27), exit lights, and battery operated emergency lights. However, there are no sprinklers. There are two ways from every floor (P18). There are two ways from each room that holds 50 or more people but there were no exit signs (P39, P40).

The accessible parking space is on the street (P15) there is no curb ramp, the pavement is not properly marked, and the sign does not indicate the fine.

 

The “accessible” entrance is down a steep driveway into the garage (P60).  There is a small ramp into the basement door (P58).  The building is equipped with an elevator but no accessible restrooms.

Paint the accessible symbol on the pavement add a sign that states the fine for legal parking in an accessible space.

 

Install a curb ramp.

 

Provide an acceptable means of accessing the first floor of the building.

 

Install lever handles on the doors.

 

Install ADA signage.

 

Install ADA toilets.

 

Install a witness stand lift.

Structure

 

The building is supported on caissons to rock. There is some evidence of structural damage possibly due to the cantilevered floors.

 

 

 

 

Have a professional engineer perform a study to determine the cause of the damage.

Security

There is a security system, closed circuit TV system, bullet proofing, and the judges have a panic button.

The building should be equipped for limited to access and security upgraded by installing:

Entry-level screening with an X-ray machine and walk through metal detector.

 

All other doors should be protected with a card access system

    

Exit doors except the main entrance should be protected with audible alarms, magnetic contacts and crash bars.

 

Extend the CCTV system throughout the secure areas of the courthouse.

Install interior electric door strike lock systems on the judges’ secretaries’ doors.

Electrical

The Westinghouse main service panels (P62) appear adequate for the building load. Some of the service panels have been exposed to excessive moisture and are rusting (P24, P25, P38, P41, P61).  Most of the lighting is fluorescent and in good condition. It appears there is adequate lighting in the rooms.

Mechanical

There is mixture of systems in the building. A boiler serves the jail, which is in poor repair (P21, P22, P23). The main system consists of a Coates electric boiler (P70, P71, P73) and York chiller feeding air handlers (P44, P45, P47, P48, P50, P51) and PTAC (P79) units around the building. The courtrooms and a few rooms on the first floor are conditioned using heat pump systems (P10). Some of the rooms have window air-conditioners. One of the expansion tanks has been converted into a hot water heater, which is causing rust to come from the hot water system.

There are severe problems with the HVAC system.  The system does not serve the needs of the building as evidenced by the many window air-conditioners. There is limited opportunity to introduce fresh air into the building that exacerbates the indoor air quality problem.

 

We recommend completely replacing the HVAC system with a new central heating and cooling system with proper controls and ventilation.

Work Safety

Because of the roof leaks and plumbing problems in the jail mold has infected the building. Nine inch by nine in tile was observed in various rooms, a potential source of asbestos.

Have a professional test the building for the presents of asbestos and /or toxic mold.  

 

Remove or encapsulate asbestos laden material.

 

Remove mold infested materials and clean mold infested areas.  If necessary use an anti microbial to keep the infestation from returning.
