General Exterior

The courthouse was constructed in 1887.  It is on the historic register.  The building has two floors, with a basement and an attic, (P1, P2, P3, P4).  It has a stone foundation.  An addition was put on the building in 1978.

 

The steps to the courthouse are in poor condition.  The concrete is spalling and the rebar is exposed, (P5)

 

Rebuild the courthouse steps.

Exterior Walls

The exterior walls are brick and stone.  The brick exterior has been painted.  There are spots of missing mortar and a few minor cracks, (P6, P7).  The paint is beginning to peel, (P8, P2, P4).  There appears to be a pigeon problem, (P13). 

 

Repair the cracks and missing mortar.  Scrape and repaint the brick and trim.

 

Install wire spike pigeon deterrent.

Roof

The roof is a mix of roofing materials.  The roof is pitched with a low slope and has a new rubber membrane.  There are asphalt shingles on the roof, which seems to be in overall good condition (P9, P11).  There are metal shingles on the domes which appear to be rusting, (P8).  There is metal sheeting on some of the slopes which was recently painted.  They are also in good condition, (P10).

 

The metal domes with rusting roofs should be cleaned and repainted.

Windows and Doors

The windows are aluminum and single glazed.  The 1st and 2nd floor windows are inoperable and inefficient.  The basement windows are fine.  The windows were replaced in 1978.  Some have broken mechanisms, and the caulking is old.  The doors are wood and aluminum with glass.  Some of the doors have been replaced.

 

Replace the windows on the first and second floor with period appropriate aluminum clad windows.

Security

There is no security system.  There is a metal detector at the courtroom used occasionally.  There is no ballistic material for the benches or desks.  There is no limited access to the building.

 

Establish a security screening checkpoint with an x- ray machine, and move metal detector to main entrance.

Install a security system with magnetic contacts on the doors and windows, heat, motion and glass breakage detection.

 

Install duress alarms under the front counter in the circuit clerk’s office, secretary’s desk, clerk’s desk, judge’s bench and clerk’s desk in the courtroom, judge’s desk, family law master’s desk, election room desk, county assessor’s desk, tax office front public counter and back office desks, and any others as needed.

 

Install key controlled light switches in the courtroom and hallways.

Fire Safety

There are fire doors and exit signs.  There is no fire alarm system, sprinkler system or emergency lighting.

 

Install a fire alarm system with detectors, horns and strobes.

 

Install a sprinkler system.

 

Install emergency lighting.

Structure

 

There are storage areas in the building with excessive file storage that may lead to structural problems, (P15).  See space requirements below.

 

 

 

ADA Compliance

There is an elevator in the courthouse for access to all floors.  An ADA audit has been done and the recommendations are included in this report.

Provide an audible signal to designate floor changes in the elevator.

 

Upgrade the woman’s accessible bathroom.

 

Lower a portion of the counter in the County Clerk II Office, records room, circuit clerk’s office, jail entry,

 

Install a lift for the judge’s bench and witness stand.

 

Upgrade the jury room accessible bathrooms.

 

Reconstruct the sheriff’s office entrance ramp.

 

Construct a ramp meeting ADA requirements at the jail entrance.

 

Replace the door knobs with lever handles.

Electrical

The lighting is old and replacement part cannot be found.  The electrical systems have been noted as a problem by the fire marshal. 

Upgrade the electrical systems sighted by the fire marshal and replace the lighting for which replacements cannot be found.

The building is heated and cooled with household systems rather than an efficient central unit, (P14).  The ventilation through the building is not adequate. 

 

Upgrade the HVAC system to provide adequate ventilation, heating and cooling throughout the building.

The county is need of additional office and storage space, (P17, P18, P19).

 

Provide the county with a 20,000 square feet annex for office and court functions.
