General Exterior |
The Annex was built in 1983, (P1, P2, P3, P4). The concrete foundation is in good condition. The building has seven floors and a parking garage built in 1998 attached. |

Exterior Walls |
The exterior walls of the building are concrete. The building was recaulked about one year ago when evidence of water seeping into the joints was first identified, (P11). This has solved the problem. There are some aluminum oxidation stains from the windows that could not be removed when the building was cleaned. |

Roof |
The roof is a flat rubber membrane roof with walking pads, (P8). The roof was replaced about three years ago. They have had some problems with roof leaks when the tar sunk around the supports and had to be refilled, (P5, P6). They also have a roof leak around the air handler that they are trying to fix. Some minor ponding should be taken care of the next time the roof is replaced, (P7). |

Windows and Doors |
The windows throughout the building are aluminum, (P9). They are all in good condition. The doors are aluminum/glass and in good condition, (P10). |

Structure
|
The structure is in good condition, inside and out. The only evidence of water infiltration is in the stairwell and some minor roof leaks, which have been repaired. |

Fire Safety |
The building has a fire alarm and sprinkler system. The annunciator panel is very old and parts can no longer be obtained, (P12). There are no strobes in the annex, only in the parking garage portion of the building where the family law master and circuit court records are housed. There are smoke detectors but no heat detectors. |

Security |
The building is equipped with closed circuit TV, duress alarms, metal detector, X-ray machine, controlled access, alarmed doors, etc. They do not have enough holding cells for all of their courtrooms. Their security panel is outdated and should be replaced.

The handicap parking spaces are adequate but the aisles are not wide enough, (P13, P14). They have the proper signs and symbols. The building is accessible in all ways with two elevators for public use. None of the accessible bathrooms are fully compliant. Most toilets are the correct height, but the urinals are too high, (P15). The paper towel dispensers and mirror are too high, the sinks are too low, and some do not have lever handles, (P16). The stalls are too small. The bathrooms that are single toilets do not have bars (2nd and 3rd floor), (P17). The door handles throughout the building are knobs or buttons, (P18), except for the bathrooms, which are levers. None of the water fountains in the building are accessible, (P21). The circuit courtroom witness boxes and judge’s benches are not accessible, (P19). The day court bench is not accessible, (P20). |

Electrical |
The electrical service was in very good condition. There is a main transformer behind the building coming down from 12470, and a small transformer on each floor. The building has an emergency generator to provide backup lighting.

Mechanical |
The HVAC system consists of a York Chiller and a Governair Air Handler with reheats in the ductwork to provide the heating. The system is currently being upgraded from pneumatic to digital controls. The equipment is all in good condition and is adequate for the building. |
