General Exterior

This Courthouse was completed in 1921 and an addition was completed in 1963.  The building is 33,608 square feet.  It is a two-story building with a basement and an attic (P1, P2, P3, P4, P6, P7, P8, P9).  The original foundation is made of stone and the addition is concrete, there is no evidence of settlement.

 

 

 

Exterior Walls

The walls are stone and are generally in good shape.  There is a little evidence of water damage, mortar erosion, and damage to the stonework (P11, P13, P15, P17).

Roof

The original part of the building has its original slate pitched roof.  It is in poor condition with some water damage, moss and mold evident, (P33, P34, P35, P37, P40). 

 

The addition has a flat roof that has been replaced within the past 10 years and is in good condition, (P41, P42)

 

The slate roof should be removed, the underlayment and structure replaced as necessary and the slate returned cleaned of moss and mold.

Windows and Doors

The windows in the original section were replaced in 1961.  They are single pane, wood frame windows in poor condition (P19). The windows in the 1963 addition were recently replaced.  They are double pane aluminum windows in good condition.

 

The doors in both sections are aluminum and glass.  They have panic hardware and are in good condition.

Fire Safety

There are alarms and strobes on first and second floor.  Exit signs are not all lit but are properly positioned.  Emergency lights are numerous.  There are two means of egress from every 50+ person room. 

 

There are two elevators in the building.  The chair lifts should be removed as they may block fire exit paths.

Structure

 

There were no structural problems noted in the survey with the possible exception of the roof.  The water damage needs to be repaired once the roof is repaired and new windows installed, (P23, P24).

 

The front steps and other entries need to be restored to prevent further damage, (P10, P12, P14, P16)

Security

The security in the building is limited.  There is a metal detector currently used for the courtroom.  There are security cameras and ballistic material for the judge’s bench.

     Additional security cameras

Electrical

The electrical service in the original part of the courthouse needs to be upgraded, (P69).  The electrical system in the addition appears to be in good condition and adequate.

Mechanical

The boiler was replaced in 1998 and a new A/C unit was installed in 1999.  The HVAC systems appear to be in good condition, (P64, P65, P66, P67).  It appears that a boiler and A/C unit will be needed for one section of the building within the next few years.

ADA Compliance

 

The original courthouse is not accessible, except through an interior chair lift on a short set of stairs.  This lift does not provide independence because it does not carry a wheel chair and it is a fire hazard because it blocks exit routes. 

 

The judge’s stand, witness box, and jury box are not accessible.

 

The accessible bathroom in the original part of the courthouse is not ADA compliant.  The entry door to the bathroom is too narrow.  The stall is not 5 by 5 with a 32 in door.  The toilet and grab bars are not the proper height.  There are no fire alarms and strobe lights in the bathroom. 

 

The doors into public areas of the original courthouse have knob handles. 

Install a lift to the original courthouse to eliminate the need for chair lifts inside the building.

 

 

Install a witness stand/judge’s bench lift.

They also need a new annex building to house modern court functions.
