Harrison County Executive Summary

 

 

            The Harrison County courthouse was built in 1932.  It has six stories, a basement, and an attic.  There is an attached annex to the main building.  The courthouse building is structurally in very good shape.  There is no visible settlement.  The exterior walls are terra cotta brick overlaid with marble veneer.  We recommend cleaning and re-caulking the exterior walls.

 

            The roof is flat and covered with a rubber membrane.  The roof was repaired in 1997 including flashings.  The roof of the annex is assumed to be original (circa 1973) and, as such, is beyond its useful life and should be replaced. 

 

            The building contains original wooden framed windows.  Replacement of these windows with modern windows is, being undertaken a section at a time.  We recommend replacing the remainder of the windows.

 

            The building has an ADA study underway.  The building is fairly accessible, with an elevator to each floor and accessible restrooms on the first floor.  The restrooms need fire alarms and strobes installed.  There are no adjacent parking spots to the courthouse, so there are no handicap accessible spots.

 

            Security at the courthouse is very good.  All visitors and employees must pass through the front entrance which is watched by two guards with a walk-through metal detector and an X-ray luggage screener.  The entrance serves between 1000-1700 people per day.  The other entrance doors are mag-locked and inaccessible.  The building has security cameras and an alarm system.  The judges’ benches should be protected by ballistic material.

 

            The building’s electrical system should be rewired and updated, as it is inadequate for the computer systems and other requirements.  The installation of a building-wide air conditioning system was begun but stopped for monetary reasons. 

 

            The building has two air handler units which are not in operation due to asbestos concerns.  We recommend completing an asbestos study if not already underway.  The old jail cells are being renovated for records storage.  We recommend adding 5,000 square feet of storage space for the courthouse.

 

            Total estimated cost:  $5,700,600.
