General Exterior

The exterior is in fairly good shape.  There are no major cracks or settlement damage.  The building was constructed in 1932.  It is six stories with a basement and attic (P1, P2, P3, P4, P5, P6).  An addition was made in 1973 (P7).  The jail in the annex is used for holding cells and as storage.

 

 

Exterior Walls

 The exterior walls are terra cotta brick overlaid with marble veneer.  There is some mortar damage but overall they are in good shape.  There is some leaking in the annex.

Roof

The roof is flat with a rubber membrane.  Ants chewed a hole through the membrane a few years ago, but the problem was repaired.  No other leaks were reported.

 

The age of the roof on the original courthouse is unknown.  It was repaired in 1997 and the flashings were replaced at that time.

 

 

We assume the Annex roof is original (1973). 

The annex roof is beyond its useful lifetime. We recommend replacing the roof of the annex building

Windows and Doors

The doors are in good condition.  They are aluminum and glass.  The front entrance (P23) is the only public entrance.  The windows are currently being replaced a section at a time.  The old windows are wooden framed, single pane.  The frames are rotted in some places.  The new windows are aluminum, double paned (27).

Fire Safety

The building contains fire alarms, a sprinkler system, lighted exit signs, and emergency lights that operate off a generator.  Each floor of the building has two exit stairs.  The stairs are fire rated.  There is some storage under the stairs. 

 

No fire safety issues were indicated.

 

ADA Compliance

The building has no adjacent parking spaces, so there are no handicap accessible parking spaces.  The first floor contains the only public accessible restrooms.  They are fully handicap accessible, minus a fire alarm.  There is an elevator with a full-time elevator employee; this replaces Braille in the elevator.

Structure

 

The structure is in good condition.  There are no foundation cracks or settlement cracks.  The building appears sound.

Security

Security is very good.  The only entrance is watched by two guards; it serves 1000-1700 people per day (P21).  All visitors and employees must pass through a walk-through metal detector, as well as pass their belongings through a luggage-screening x-ray machine.  The other entrance doors are mag-locked.  There is a security alarm system, as well as security cameras in the building and around the perimeter.

 

The judges’ benches are not bulletproofed but they do have panic buttons.

Electrical

The main electrical system entrance is 1200 A (P12, P13) but the building needs updated wiring for computers.

Mechanical

The heating is done by two boilers, one steam and one hot water (P8, P9).  The annex has a new 3 million Btu/Hr boiler.  The air conditioning is handled by various units (P14, P16, P17, P18).  Central Air-conditioning is installed in some of the building.  The remainder is served by a number of window units and split systems. The water system is mostly cast iron, with no problems.

 

The installation of a new building wide air-conditioning system had begun but was later was stopped for monetary reasons.
