General Exterior

The jail was built in 1953.  It is a three-story building with offices and storage on the first floor, and holding cells on floors two and three, (P34, P35, P41).  It is approximately 5,000 square feet.  The building sits behind and to the left of the main courthouse. 

 

 

 

Exterior Walls

The walls are brick and concrete.  There is separation between the two materials on the exterior walls, (P33).

 

Caulk the joint between the concrete and the brick.

Roof

The building has a flat roof.  No access was obtained to the roof for pictures.  There is no evidence of problems.

 

 

 

Windows and Doors

The doors are wooden.  There is one exit from the first floor, an exit from between the first and second floors, (P13), an exit from the second floor, and emergency exits where the cells are located.  The doors are in poor condition with cracked stops, no thresholds and water damage at the bottom.  The locks work properly.  The doors near the cells are emergency exits and sound an alarm when opened. 

The windows are original, single paned (P26), and are covered with metal for protection.  The old caulking is a problem allowing air infiltration.

 

 

 

Replace the doors with secure steel doors with panic hardware.

 

Remove the screens and replace the windows with energy efficient aluminum clad windows.

Fire Safety

There are fire alarms, emergency lighting, horns, and exit signs.  The doors do not have panic hardware, (P13).  (See door recommendation above.)  There is storage in hallways and in stairway, (P19, P27, P12).

 

Install strobe lights and a new annunciator panel.

ADA Compliance.

There are no accessible parking spaces for this building.  The front entrance is accessible, although the pavement needs repair, (P31).  Neither gender bathroom is ADA compliant, Men’s (P3), Women’s (P1).

Repair the pavement in front of the front entry to the building.

 

Upgrade the bathrooms to be ADA compliant.

Structure

 

There are no cracks found on the interior or exterior of the building, except as noted above.

 

 

 

Security

There is controlled access to the building with alarmed exit doors, (P30).  There are no other security systems.

 

Install CCTV with security console.

Electrical

There are florescent lights.  The lighting appears to be inadequate in areas and there are exposed fluorescent lamps.

 

The electrical system appears to be at or near capacity, (P26).  A new electrical system will be required to support additional office space in the building.

Mechanical

The building is using window air conditioning units, (P42), and a hot water boiler that is leaking.

 

Upgrade the HVAC system to the building.

There is asbestos in the building.

 

Hire a professional to test and verify the extent of asbestos required. Remove or encapsulate the asbestos as recommended by the report.
