Greenbrier County Executive Summary

 

 

            The Greenbrier County courthouse was constructed in 1834 and is on the historic register.  Two wings were added in 1937 and some minor additions were made in 1985.  The two story building is approximately 33,750 square feet.

 

            The building has both a stone and a concrete foundation.  There is evidence of settlement.  We recommend having a professional engineer conduct a structural analysis on the building to determine the cause and to correct the problem. After the structural problems are corrected, we recommend cleaning and repainting the brick as well as repainting the trim and replacing any rotted boards.  The roof is in good condition with only a few leaks that should be repaired immediately.

 

            The building has a fire alarm system and some emergency lighting.  A fire alarm system with heat and smoke detectors should be installed, as well as additional emergency lighting.  A sprinkler system is also recommended. An enclosed stair tower should be installed to provide a second means of egress from the second floor on the right side.

 

            The windows are old and are leaking.  The caulking around the single pane windows is damaged.  We recommend replacement of all of the windows with historic profiles.  The front doors should be stripped, refinished, and reinstalled.  Alarmed solid doors should be installed at all but the main entrance.  The carpet is in very poor condition and should be replaced throughout the building.

 

            The building is lacking security.  We recommend installing secure entrance checkpoint with:  metal detector; X-ray machine, CCTV, card access system, duress alarms, security console, and ballistic material for judges’ benches. Security locks should be installed on interior doors.

 

            The electrical service needs to be upgraded with new wiring, new receptacles, new lighting, etc.  The HVAC system is a collage of units including window units, central units, boilers, and heat pumps.  We recommend installing a zoned central HVAC system to replace the current system.

 

            The building has a serious problem with bat infestation in the attic.  The attic is full of toxic bat waste.  We recommend having the building cleaned by a professional service to remove the waste and prevent human contact and steps taken to remove the bat problem in the future.

 

            To meet ADA requirements, we recommend upgrading the bathrooms to meet ADA standards; providing signage with raised letters and Braille; replacing the doorknobs with levers; upgrading the elevator to go to the 2nd floor; installing a lift for the judge’s bench and witness stand; and installing a second elevator on the right side.

 

            The jail was built in 1953 and has serious deficiencies in its windows, fire safety, ADA compliance, security, electrical, and HVAC.  Asbestos is present and must be removed.  For these reasons and to create needed offices and storage space, it is recommended that the building be fully renovated. 

 

            There is a need for additional office, courtroom and storage space.  The family law court is held in a rented facility.  The jail will be available for renovation after 2003.  This renovation, after all asbestos is removed, will create 20,000 square feet of additional office, storage and courtroom space. 

 

            Total cost:  $7,210,320.
