General Exterior

The original building was constructed in 1837, two wings were added in 1937, and minor additions made in 1985, (Front P1, P2; Left P3; Rear P4, P5).  The building is on the historic register.  It is approximately 33,750 square feet.  The courthouse is 2 stories with basement.  It has stone and concrete foundations with evidence of settlement.  The bell tower needs to be restored, (P10).  There is a major bat problem, which is being addressed, (P11).

Conduct a professional structural analysis on the building to determine cause of the cracking and correct the condition based on the recommendations of that report.

Exterior Walls

The older parts of the building have some damage to bricks and mortar (P12); some evidence of water damage and mold; paint is peeling in some areas (P13); mortar is old but is satisfactory.

 

Clean and re-point the brick after the structural problems are corrected.

 

Repaint the trim and replace any rotted boards.

Roof

The roof is a pitched metal roof.  The roof is in good condition with one minor leak above judge’s bathroom.  There are also some flat roof sections on the building that continue to leak.

Fire Safety

There are alarms, strobes, and emergency lights but no sprinklers.  There are two means of egress out of every floor except the right side of the 2nd floor where the circuit clerk and the grand jury room are located.  Exit doors swing out.  There is a need for additional emergency lighting.  There are an inadequate number of exit signs, (P14).

Install sprinkler system with heat and smoke detectors.

Windows and Doors

Many of the windows leak and should be replaced with historic profiles.  They are wood framed with single panes.  There is old and missing caulk around windows and these are covered with plastic in winter (P15, P16).  Many of the windows are leaking around the perimeter, (P17).

The doors are wooden and heavy with no automatic openers.  They need panic hardware and weather-stripping (P18)

Replace all of the windows with historic profile sashes.

 

The wooden front doors should be stripped, refinished and reinstalled.

 

Install alarmed metal doors at all exits except the accessible exit.

Structure

There are some minor structural problems on the outside of the building (see general exterior above), which should be addressed soon.  Carpets are well worn and need replaced, (P19).

Security

There are virtually no security measures in the building.  There are no metal detectors, no duress alarms, no ballistic materials, etc. 

 

Provide a secure checkpoint for public entry into the building with:

     Ballistic material for judge’s benches.

Electrical

The electrical service needs to be upgraded with new wiring, new receptacles, new lighting, etc.  Many of the lights do not have covers, (P20, P21).

Mechanical

AC in attic is leaking and causing problems but no one will enter attic because of bats (P22, P23, P24, P25).  There are many window units in use, (P26) as well as a central unit, (P27, P28), and many smaller units, (P29, P30).  There are two boilers and a heat pump for the building heat, (P31, P32, P21). The HVAC system has not been renovated in over 10 years and will soon need to be replaced.

Install a zoned central HVAC system to supply the entire building.

Work Safety

There is a serious bat infestation problem in the attic which is being addressed.  The entire attic should be cleaned by a professional, since bat waste is toxic.

ADA Compliance

The accessible parking space is along the road (P33).  The building is accessible with a ramp and elevator.  The bathroom on the first floor needs to have the correct size stall, fire alarm and strobe light and the sink drain and hot water piping needs to be insulated.  The signage in the building needs to have raised letters and Braille.  The doorknobs need to be changed to levers.  The elevator does not go to the second floor of the building.  The judge’s bench does not have a lift.  There is no access to the circuit clerk’s office or grand jury room.

Upgrade the bathrooms to meet ADA standards.
