General Exterior |
The building was constructed in 1975-1976, and it is approximately 24,592 square feet (P18). It is two stories and has no attic, basement, or additions. The foundation is concrete, and there is no evidence of settlement. Also, not mentioned in checklists, but documented in picture, is water damage around stairwell (P19). |
This building is relatively new compared to other courthouses in the state. It has a brick façade with bay type windows and precast panels. |

Exterior Walls |
The exterior walls are brick, and there is little evidence of water damage (P16, P24). There are only minor cracks in the walls, and no visible mold. The mortar is in good condition. |

Roof |
The roof is built-up w/ several flat areas, made of metal. It is the original roof, and is relatively flat (P4, P5, P6, P7, P8, P9, P10). There is water damage upstairs due to roof leaks. |

Windows and Doors |
The windows are steel with single glazing and are original (P14, P15, P17). There is rust around the windows and the caulking is either missing or old. The doors are hollow metal frames with glass, and there is some evidence of corrosion. The door hardware is in good shape. |

Fire Safety |
There are fire alarms only. The stairs are enclosed by fire rated walls and doors. The exits and stairs are not blocked. There is no storage under the stair. The doors on the exit stair do not swing in the direction of the exit from the basement. There are two exits from the building but they are not sufficiently separated and create two dead end corridors. There are two ways out of each room that serves 50 or more people, and there is panic hardware on all the exit doors. There is manual detection, smoke detectors, heat detectors, strobes and horns, and an annunciator panel. |

Compliance |
The accessible parking space does not have the proper signage. There are no handrails extending at least 1’-0” beyond the ramp at the entrance at the top and bottom (they end at ramp). The signage in the corridor is mounted higher than 48”, and has no raised letters or brail. The hot water pipe and drain line are not insulated, but are located further away against wall. The men’s RR on main floor does not have lever operated handles. There are no fire alarms or strobes in bathrooms. |

Structure

There is damage to downstairs ceiling due to drainage, bathrooms, and condensation from AC. The foundation is concrete, and there is some water leakage causing damage (may have been fixed in spring) (P20). The wall structure is block, and there is no noticeable structural damage to the walls. The floor is steel with concrete deck, and has no damage. |

The building should be equipped for limited to access and security upgraded by installing: Entry-level screening with an X-ray machine and walk through metal detector. All other doors should be protected with a card access system
Exit doors except the main entrance should be protected with audible alarms, magnetic contacts and crash bars. Extend the CCTV system throughout the secure areas of the courthouse. Duress alarms should be installed beneath the judge’s desk, secretary’s desk, judge’s bench in the courtroom, hearing table in the jury room, and the clerk’s desk. The family court should be provided with duress alarms. Two duress alarms should be installed, one beneath. The front counter and one beneath an office desk. Duress alarms should be installed beneath the magistrates’ desks, magistrates’ assistants’ desks, and the bench in the courtroom. The judge’s bench and clerk’s desk should be protected on the front and sides that have public exposure with ballistic material. All light switches should be replaced with key-controlled switches, and breaker boxes should be locked. |

Electrical |
There is emergency lighting in the halls only. Onan/Cummings Generator – one for emergency lights and one for dispatch center. The lighting is fluorescent. The communications system is a typical old system (P1, P2). The electrical panels are in good shape. They are three phase GE panels. The circuitry to each office needs to be increased and configured so that the “cord monsters” we are now dealing with no longer exist. |
