General Exterior

The detached jail was built in 1939 and is 4,080 square feet, (P1).  The building is used for storage and office space, (P2, P3). 

 

 

Exterior Walls

The walls are constructed of stone and brick, (P1).  The exterior walls have little water damage.

 

Clean and repair old jailhouse building walls.

Roof

The attic area under the roof appears to have some water damage from leaks in the roof, and possible damage to structural members of the roof (P4, P5).

Replace flat roof, flashing and roof drainage on courthouse.  Repair any structural damage to attic area.

Windows and Doors

The windows in the old jail are wire, glass, and steel.  They have cracks in the panes and are very drafty.  The windows are the original single pane wood windows.  The wood shows signs of rotting and cracking.  There is no caulking around the windows, (P1, P6).  The doors are glass, and there is no evidence of damage or wearing.  There is no weather stripping or thresholds.  The doors have no dead bolts or locks.  There is also no panic hardware on doors. 

Replace exterior windows in the jail with commercial grade windows.

ADA

Compliance

There are fire alarms, exit lights, and battery powered lights.  There are no sprinklers, strobes, smoke, or heat detectors.  The fire marshal does not visit regularly and the extinguishers have expired.  There is storage under the stairs.  There is no panic hardware on the doors.  There is an exterior fire stair from second floor.

 

 

 

 

 

 

 

The jail shares parking with the courthouse. It needs an accessible entrance, ADA compliant toilets, lever handles on all the doors, ADA signage, and a lift or elevator to access the second floor.

 

Install a sprinkler system in jail building.

 

Enclose stairs with firewall and fire door.

 

Renovate or replace fire alarm system to include smoke and heat detectors, horns and strobes.

 

Remove all storage from under stairs.

 

Replace fire extinguishers, as needed (Fire extinguishers need inspected by authorized personnel regularly).

Structure

There were no major structural problems noted.  There is a minor surface crack in the basement wall, (P7).

 

 We recommend the basement wall be repaired.

Security

There are no security alarms, metal detectors, or closed circuit televisions. 

This facility should have entry-level screening composed of a walk through metal detector and x-ray machine.

 

Install a security console, closed circuit television system, security alarms and duress alarms for jail.

Electrical

The electrical service appears to be in satisfactory condition.  The electrical panels and breakers are Square D, (P8, P9).

 

We recommend any NEC code violations be addressed during renovation for storage,

 

Mechanical

There is a natural gas fired boiler for the steam radiators, (P10).  Window air conditioners are used and there is no central air in the courthouse building. 

 

We recommend a new central HVAC system be installed in the courthouse.
