General Exterior

The Annex building is 6,120 square feet and has 1 courtroom used for magistrate court.  The exterior of the building is in good condition.  It has very little water damage and a little rust.  It is a two-story building plus a basement.  The first floor of the annex is used by the magistrates.  The second floor is used by the Board of Education. 

 

 

 

 

 

 

 

Exterior Walls

The exterior walls are in good shape with minor water damage.  The walls are constructed of brick.

 

 

 

Roof

The roof is a tar and gravel flat type roof.  The roof has water damage with bubbles.  There are signs of leakage on floor below.

 

Replace roof and flashing of entire Annex building.

Windows and Doors

The windows are aluminum.  There is no evidence of damage or wearing.  The seals in some of the windows are broken.  Front entrance doors are aluminum and glass.  The doors are not equipped with panic hardware.  There is a handicap accessible metal door in the rear of the building.

 

Replace the windows with broken seals.

 

Install panic hardware on doors.

Fire Safety

The building is equipped with fire alarms, exit lights, and battery powered lights.  There are no sprinklers, strobes, smoke, or heat detectors.  The fire marshal does not visit regularly and the extinguishers have expired.  There is storage under the stairs. 

Install a sprinkler system.

 

Install smoke detectors, heat detectors, horns and strobes.

 

Remove all storage from under stairs.

 

Replace fire extinguishers, as needed  (Fire extinguishers should be inspected by authorized personnel regularly.)

Structure

 

There were no major structural problems noted.  There were some minor cracks in floor and walls throughout the building.

Security

There are no security alarms, metal detectors, or closed circuit televisions.  The judge’s bench has no bulletproofing.  There are no panic buttons on the judge’s bench, chambers or any other offices. 

This facility should have entry-level screening composed of a walk through metal detector and x-ray machine.

 

Install a security console, closed circuit television system, panic alarms and duress alarms for courthouse.

 

The judge’s desk should have ballistic protection on all sides with public exposure.

Electrical

The electrical distribution panels and breakers are Square D.  The electrical meters are located in the rear of the building.

 

Keyed light switches should be installed in courtroom and public areas.

There is 9x9 tile on the 2nd floor that may indicate asbestos.

There is a handicap parking space in the rear of the building with sign. There is a handicapped accessible restroom, but is not code compliant.
