This building needs installation of modern fire safety and security systems. All of the emergency lights in the building should be replaced and a fire alarm system with smoke and heat detectors should be installed. A sprinkler system is also recommended.
To improve security, we recommend installing an entry-level screening area with a walk-through metal detector and an x-ray machine, alarmed exit doors on all perimeter doors with magnetic contacts and emergency crash bars, and card key access to the building. In addition the building needs to have breakage alarms installed on all of the first floor windows and a security console for the complex. Duress alarms should be installed in the courtrooms, judge’s chamber, secretary’s desk and clerk’s desk, and there should be closed circuit television. We also recommend replacing all the light switches with key-controlled switches and breaker boxes should be locked. In addition ballistic material should be on all sides of the judge’s bench.
The electrical system seams to be in good condition but the building has multiple heating and cooling components. We recommend installing a new boiler and central air conditioning system for the entire building to improve efficiency, eliminate window air conditioning units and improve the overall conditions in the building.
The annex was built in 1987 and is 38,208 square feet. This building is in overall good condition. We recommend improving security to this building by installing closed circuit television cameras, duress alarms for all three courtrooms, the seven magistrate employees, the circuit court judge’s chambers and secretary’s office, court reporter, and the county commissioner’s office. For security purposes there should be a secure checkpoint for the annex with a metal detector and x-ray machine, alarmed doors with magnetic contacts and emergency crash bars plus a card access system for the non-checkpoint doors, ballistic material on the three judge’s benches, and bulletproof glass in the window behind the judge’s bench.
The Sheriff’s Office was built in 1907 and is 13,062 square feet. The building’s basement is the old jail, and the upper part of the building is used by the Sheriff’s office. The roof on this building has a bad leakage problem, therefore, it is recommended to replace the roof with tapered insulation and a new membrane roof. Windows should also be replaced with period appropriate energy efficient sashes.
To make this building
The Prosecuting Attorney’s building was built in 1910, and is approximately 3,800 square feet. The exterior of the building should be cleaned and the stucco and block repainted. Any cracks in the block should be sealed. The roof has a leakage problem necessitating its replacement. The windows are original to the building, inefficient and in need of replacement. There are no fire safety components in this building, therefore we recommend installing a fire alarm system with smoke and heat detectors, strobes and horns, exit lights and emergency lighting, and a second exit from the building from all floors. To improve security to this building we recommend installing closed circuit security cameras connected to the courthouse system. To bring this building up to ADA compatibility requirements, an ADA compliant parking space and two ADA compliant restrooms need to be installed. For cost effectiveness and for better building wide heating and cooling a new, central HVAC system should be installed.
