General Exterior

The Courthouse Annex, built in 1987 is 38,208 square feet.  The Annex houses the circuit and magistrate courts.  The exterior of the building is in good condition, (P1). 

 

 

Exterior Walls

The exterior walls are in good condition.  No cracks were noted.  There are no problems with the mortar, efflorescence, mold and moss.

 

 

 

Roof

The roof is flat with a rubber membrane.  There are no leaks.

 

 

 

Windows and Doors

The windows are single glazed with aluminum materials.  The caulking around the windows and doors is good.  The doors are aluminum/glass.

 

 

 

ADA Compliant

The annex shares the handicap parking space with the courthouse.  There is an elevator in the building.  The accessible bathroom is compliant.

 

 

 

Fire Safety

The annex does have detectors, emergency lights and sprinklers.

 

 

 

Structure

 

There was no foundation settlement with the building found.

 

 

 

Security

The annex did not appear to have security cameras but it does have alarmed doors.  The security audit has many recommendations.

 

Install CCTV cameras

 

Install duress alarms for all three courtrooms, the seven magistrate employees, the circuit court judge’s chambers and secretary’s office, court reporter, and the county commissioner’s office.

 

Install a secure checkpoint for the annex with a metal detector and x-ray machine.

 

Install alarmed doors with magnetic contacts and emergency crash bars plus a card access system for the non-checkpoint doors.

 

Install ballistic material on the three judge’s benches.

 

Install bulletproof glass in the window behind the judge’s bench.

Electrical

The electrical service to the building is adequate, (P2, P3).

 

 

 

Mechanical

The HVAC system for the first floor appears to be undersized, (P4).  The HVAC equipment serving the jury room, courtroom, judge’s chambers and court reporter room on the second floor is not properly zoned.

 

Replace the existing HVAC system for the first floor with a more energy efficient system.

 

Install a separate HVAC zone for the jury room to reduce supply airflow.  Replace the zone thermostats with improved quality sensors.
