General Exterior

The 23000 square foot courthouse, built in 1903, is on the historic register and has three stories in addition to a basement and attic (P0, P22).  The third floor only contains one small office.  There have been no additions.  The foundation is stone and there is no evidence of settlement.  There are stair stepped cracks on the 2nd level in the back, but have been repaired and no further movement is evident.

Exterior Walls

The exterior walls are brick and stone.  There are massive stonewalls in basement with brick exterior (P20).  Some of the mortar joints need pointed.  This was previously done 20 years ago.

Roof

The roof is pitched and is a clay tile roof.  It was repaired/replaced in June 2002 for $294,000.  The majority of the roof is clay, but a rubber membrane roof extends over the porch. 

 

 

Windows and Doors

The windows are vinyl and double glazed (P22).  They were replaced approximately 12 years ago in 1990.  The caulking around the windows is ok.

The doors are made of wood, and have been restored, but may need some additional finish work.

Fire Safety

There are fire alarms (P10), the exit doors swing in the direction of the exit, there are two ways out from each room that serves 50 or more people, and there is panic hardware on all the exit doors.  There is only one exit from the 3rd floor.  The stairs are not enclosed by fire rated walls and doors.  There is no storage under the stairs, and the stairs and exits are not blocked.

 

There is automatic fire detection, manual detection, smoke detectors, heat detectors, strobe on some, and horns (P17, P14).  There is no standpipe inside or outside, and no sprinklers.  There is a fire hydrant on the corner of lawn.

Compliance

Accessible symbol is not painted on the pavement in parking space.  Sign does not say “$100 fine”.  ADA – Access to basement via 32” wide door and to first floor via double door (P23). The entrance door is only 32” wide.  Signage in the corridor is mounted higher than 48”.  No raised letters or brail on signs.  Only some of the fire alarms have horn and strobe light.  To access second floor, there is a chair lift to be constructed ($30,000).

 

There are accessible toilets only in the basement and the first floor.    The hot water pipe and drain line are not insulated, and there is not a fire alarm or strobe in the bathroom.  There is no elevator in building.

Structure

 

The foundation is stone (P19).  There are some cracks in the foundation, and there are some minor areas that need to be pointed and tucked to repair mortar. 

 

There is some extensive water damage (P12, P13, P7, P8, P9) to the ceiling and walls on second floor.  The floor is steel, concrete, and wood.  The wood floor in courtroom is warped due to leaking roof.  The second floor ceiling has severe water damage, but the roof has been repaired.  The plaster walls are crumbling, and several plaster walls have been repaired with little success.

 

The front step has settled on the right side of the entrance and will require repair to prevent tripping hazard.  Several exterior porches have deterioration of stone spindles and banisters (P18).

Security

The security measures are not in compliance with the statewide security standards.

The building should be equipped for limited to access and security upgraded by installing:

     Entry-level screening with an X-ray machine and walk through metal detector.

 

     All other doors should be protected with a card access system

    

Exit doors except the main entrance should be protected with audible alarms, magnetic contacts and crash bars.

 

    Extend the CCTV system throughout the secure areas of the courthouse.

     Duress alarms should be installed beneath the judge’s desk, secretary’s desk, judge’s bench in the courtroom, hearing table in the jury room, and the clerk’s desk. The family law court judge should be provided with a duress alarm. The adult and juvenile probation officers should have duress alarms installed at their desks and at the receptionist’s desk. Duress alarms should be installed beneath the prosecuting attorney’s desk, the receptionist’s desk, and the table in the conference room. Two duress alarms should be installed, one beneath the front counter and one beneath an office desk. Duress alarms should be installed beneath the magistrates’ desks, magistrates’ assistants’ desks, and the bench in the courtroom.

 

The judge’s bench and clerk’s desk should be protected on the front and sides that have public exposure with ballistic material.

 

All light switches should be replaced with key-controlled switches, and breaker boxes should be locked.

 

Security renovations, solid wood doors, access control, new doors and partitions.

Electrical

Wiring throughout appears to be inadequate, and has been added over the years (P1, P5).  The lighting is fluorescent and appears too inadequate in some areas.  There is some incandescent lighting used in some hallways, and is inadequate.  There are some emergency lights present, but are sporadic.  Appears to be too spaced out and does not cover all areas.  One panel in basement, one on first floor, two on second floor.

 

Panel boxes have been upgraded to a total of 4 – 200 amp panels.  Wiring out of box is not neat and throughout the facility is draped over ceiling and walls and beams.  There are insufficient outlets in offices due to dawn lights dropped out of windows.  No fasteners or wire staples present.  These could be replaced with lights mounted on decorative poles.

 

Rewire the existing building; install new light fixtures and emergency fixtures.

Mechanical

Individual window unit air conditioners (P22) being used throughout facility.  These are reported to be inadequate to cool offices.  They are also extremely noisy and must be turned off during court.  The County Commission currently has architect designing a new forced air HVAC system and preliminary designs should have budget figures. 

 

 

There is a 20-yr old gas fired steam boiler in use.  It is serviced regularly, but heats uneven.  The upper floors are hot and the lower floors and cold.  There are also several gas fired space heaters located throughout the building, several on 2nd floor.
