Calhoun County Courthouse Summary

 

 

            The Calhoun County courthouse was built in 1939 and is approximately 20,500 square feet.  The building is three stories plus a basement.  The building has exterior walls of stone on a concrete foundation.  We recommend that the exterior of the building be cleaned.

 

            The building has a rubber membrane roof that has been replaced sometime prior to 1999.  The roof does not drain well.  We recommend that he roof  be re-sloped to ensure proper drainage and to avoid leaks in the future.  Footpads should also be added.

 

            The windows are single paned metal construction original to the building.  The windows are in poor condition and should be replaced with period appropriate windows.  The doors do not have locking functions and need appropriate hardware be installed.

 

            There are no fire alarms, sprinklers, exit lights, or battery operated emergency lights.  There are not two means of egress from each floor.  The stairs are not enclosed by fire rated walls and doors.  We recommend installing a fire alarm system with strobes, installing a sprinkler system, installing exit lights and emergency lighting throughout the building, installing a second staircase with fire rated doors and walls, and enclosing the existing staircase.

 

            The judges’ do have duress alarms and the building has a CCTV system.  We recommend providing a secure entry to the building by moving the metal detector to the accessible entry and providing the following:  X-ray machine; ballistic material for the benches; duress alarms for all necessary offices; security system; and secure alarmed doors on all other exits.

 

            The electrical system appears to be adequate for building.  The building is heated by a series of natural gas fired boilers.  The building is cooled by window air conditioning units.  We recommend installing a central air conditioning system to improve efficiency and comfort.  The building has some mold in it; this should be investigated and cleaned. 

 

            The building does not elevator access to all floors.  We recommend installing an elevator for the courthouse.  The restrooms have been renovated to be ADA compliant. 

 

            There is a need for additional storage and office space.  The circuit clerk and county clerk vaults are filled to capacity.  They would like additional office space for the sheriff, city police, development authority, and the chamber of commerce.  We recommend renovating the unused jail for space and building a 10,000 square foot annex for office, courtroom, and storage space.

 

            Total cost:  $2,943,600.
