The
The roof on the newer portion of the building has leakage problems, problems with bubbling, puddling, and the flashing is damaged. We recommend this roof be replaced with a new EPDM membrane roof. The old portion of the building has a sloped tin roof that is original to the building. Replace the pitched tin roof with a terne coated steel period appropriate roof.
Some of the windows are in very poor condition some with peeling paint and others are corroded. The county should fully implement its plan of replacing the windows.
To bring
this building up to
This building has fire alarms, horns, exit lights, and emergency lights fixtures, but no sprinkler system in the building. We recommend installing strobes throughout building, and repairing all holes through walls and floors so the hole and penetrations are fire resistant.
To improve security in this building, equip the facility with an entry-level screening that would include an X-ray machine and walk through metal detectors and limiting access to building other than entry-level screening. The other doors should be secured with audible alarms. Install duress alarms in courtrooms, judicial chambers and other court related office, ballistic material on all vertical sides of the judge’s benches, a phone line to provide court and staff with outside communication in case of power outage. Install closed circuit television in the courtroom, halls, some offices and the exterior of the building along with a security console.
The interior of the building has water damage to walls, ceilings and ceiling tile. Some walls have plaster cracks and peeling paint, and there is an acoustical sound problem in courtrooms. Repair the interior damage to walls and ceilings, refinish and paint, as necessary. Because of poor acoustics, we also recommend installing sound systems in the courtrooms.
The electrical system is original to the building. We recommend upgrading the existing electrical service in original courthouse building, and fixing or repairing any NEC code violations in the Courthouse Annex building. These upgrades should include repairs to exposed wiring and unsecured conduit. Upgrade lighting in hallways, courtrooms, and exterior entrances by adding fixtures.
The building has an HVAC system, but air conditioning window units are still used in some rooms. Upgrade the rooms in the courthouse building that are not currently included in the air condition system to eliminate window units. We also recommend the improvement of the HVAC system in the courthouse building as already planned.
There was a request for more storage space for the building. We recommend building an additional 12,000 square feet building for storage and possible judicial annex.
Total cost of this project: $2,825,160.
