General Exterior

The estimated size of the courthouse building and annex is 40,500 square feet. The original building was built in 1900 and the overall condition of the building is good, (P86, P89, P91, P92, P93).  The inner portion of the building, built in 1977, is considered the new part.  There is some water damage at the top of the building.  The bell tower is in poor condition; the paint is pealing on the exterior, (P72).  The front steps at the entrance of the building are uneven and concrete is cracked, (P108).  The soffit on the roof overhang is currently exposed, (P62).  The chimneys have damage to the brick and mortar.

Repair or replace front steps at main courthouse entrance.  Clean existing sandstone at sides of steps and install handrails.

 

Clean and paint existing bell tower on original courthouse. 

 

Restore the bell tower and install a new terne coated steel roof.

 

Repair existing chimneys on courthouse building.

 

Complete exterior work being done to siding, soffit, and facia.

Exterior Walls

The exterior walls are brick with a concrete foundation, (P103).  There is no evidence of missing mortar or crumbling mortar.  There is some efflorescence on the exterior walls, (P104).

 

Clean and restore the exterior of the old courthouse building and repair any cracks.

Roof

There is a flat roof with a rubber membrane.  This roof has some problems, such as bubbles, puddling, and the flashing is damaged, (P70).  There is also a sloped tin roof that is believed to be original to the building, (P72).  There are some problems with the roof leaking and causing water damage in the building, (P75, P62, P2).

Replace the flat roof on the newer portion with a new EPDM membrane roof.

 

Replace the pitched tin roof on the old courthouse with a terne coated steel period appropriate roof.

Windows and Doors

Although most of the windows appear to be in good condition some are in very poor condition and should be replaced, (P98), They have peeling paint or corrosion (P104).  The rest of the windows use vinyl or aluminum as the window material (P97).  The windows are single glazed. 

 

There are currently plans to replace all existing windows in the courthouse.

ADA Compliance

There are two handicap parking spaces, but neither meets the correct dimensions, (P71).  The signs for the parking space do not state the $100 fine for parking illegally, (P107).  The front entrance into the building is straight off the sidewalk so there is no ramp to get inside, and it has a handicap door open button.  None of the handicap bathrooms met all of the ADA standards (P76, P77).  There are places in the building that have a few steps to get into different rooms and to accommodate for handicap people the officials have put in ramps (P79, P80).

 

Upgrade existing handicap parking spaces to meet ADA requirements.

 

Install sign stating the fine for parking violation.

 

Renovate existing accessible bathrooms to meet current ADA standards.

 

Install appropriate signage throughout building.

 

Install lever handles on doors in public access areas.

Fire Safety

The building is equipped with fire alarms, horns, exit lights, and emergency light fixtures.  There was not a sprinkler system in the building.  There are two means of egress from each floor.

 

Install strobes throughout building.

 

Fire marshals report recommended to repair all penetrations through walls and floors for pipes and electrical conduit so the holes are fire resistant.

Structure

 

The structure did not appear to be overloaded and there were no structural problems noted.

 

 

 

 

 

 

 

 

Security

This courthouse has hand held metal detectors, and security cameras.  There is no bulletproof material to protect the judges and there are no panic buttons for the judges in the courtrooms. There is no entry-level screening.  The magistrate court is not provided with any security. 

Install entry-level screening including X-ray machine and walk through metal detectors.

 

Install duress alarms in courtrooms, judicial chambers and other court related office.

 

Limit access to building other than entry-level screening.  The other doors should be secured with audible alarms.

 

Install ballistic material on all the inside of the judge’s benches.

 

Install phone line to provide court and staff with outside communication in case of power outage.

 

Install CCTV in the courtroom, halls, some offices and exterior of the building with a security console.

General Interiors

There is interior water damage to walls, ceilings and ceiling tile, (P2, P41 P62, P75).  Walls have plaster cracks and peeling paint, (P39).  There is an acoustical sound problem in courtrooms.

 

Repair interior damage to walls and ceilings, refinish and paint, as necessary.

Electrical

The electrical system enters this building overhead, (P94, P95).  The electrical room is located in a closet in the sheriff’s office on the third floor, (P49, P53, P54, P61).  There are many circuit boxes through out the building.  There are electrical problems that need fixed (P44, P58).  Electrical service in the old courthouse appears to be original equipment and wiring, (P47).  The fuse panels are screw in type fuses.  The building is equipped with an emergency generator that appears to be in good working condition, (P56, P66).  Interior lighting in court rooms and hallways is poor and need improvement,(P40, P42) .  The exterior lighting at entrances needs improved.

Upgrade existing electrical service in original courthouse building.

 

Fix or repair any NEC code violations in the Courthouse Annex building.  These should include repairs exposed wiring and unsecured conduit.

 

Upgrade lighting in hallways, courtrooms, and exterior entrances by adding fixtures.

Mechanical

The HVAC system for the courthouse annex building is in satisfactory condition.  The system appears to be working properly and the piping is insulated.  It was stated that this courthouse has a HVAC split system, (P48, P68, P78) but there is at least one air conditioning unit in the windows.  This was for the juror’s room.  This building has two boilers, (P8, P9).  The building is also equipped with chillers, (P63, P64). 

Upgrade rooms in the courthouse building that are not currently included in the air condition system to eliminate window units.

 

There are current plans to improve the HVAC system in the courthouse building.

Space requirements

The courthouse needs more space for the records.  Some records are being stored in some other buildings a few miles away.  Inadequate storage space is a problem in the courthouse facility

There are currently plans to include a storage records system in the courthouse.
