General Exterior

The Boone County Courthouse, built in 1921, is on historic register, (Front, P1; Back, P5, P6; Left, P3, P7, P8).  The courthouse is 17,754 square feet with three stories plus a basement.  It has a stone foundation with no evidence of settlement.  It has some minor cracks in front steps and above windows, (P9, P10).

Exterior Walls

The exterior walls are stone.  They are in good condition but could be cleaned.  There is some moss growing beneath the AC units.

 

Clean the outside of the building and repair any cracks.

Roof

The roof is pitched with clay tile, (P2) and a metal dome.  There is a new leak in prosecutor’s office, (P11) and other 3rd floor rooms, (P12), as well as many repaired leaks, (P13, P14).

 

Repair the leaking roof and flashing.

Windows and Doors

The original wood windows are still in place in the basement and 1st floor.  They are single glazed.  Some are rotted and have peeling frames with old and cracked caulking, (P15).  The second and third floor windows were replaced with aluminum single glazed.  Many of the panes are broken.  The doors are aluminum and glass and are in good shape.

 

Replace the windows in the building with historic profiles.

Fire Safety

There are no alarms, strobes, or sprinklers in the building.  There are emergency lights on 1st only.  The stairwells are not enclosed, (P16), they do have storage underneath of them.  The stored material should be removed.  The exit doors swing outward.  The courtroom, which holds more than 50 people, (P17, P18, P19) has doors that swing inward.  There are numerous fire extinguishers throughout the building; There are two means of egress from each floor

 

A fire alarm system should be installed with strobe lights and horn.

 

A sprinkler system should be installed.

 

Emergency lights should be installed on the 2nd and 3rd floors as well as in the basement.

Structure

 

There is a very bad leak in basement that enters from storage room and regularly runs into hallway and offices, (P20, P21).  A sump pump has been placed outside the building near the leak.  It has helped slightly but something more is needed, (P22).  The basement floor is not level, sloping in one direction.

 

Install a french drain on the left side of the building to alleviate the water problem in the basement.

 

Use a level compound in the basement to level the floor in the offices as needed.

ADA Compliance

The Accessible parking spot needs a bigger aisle.  The ramp is ADA compliant.  There is no ADA signage in basement.  The accessible bathrooms in basement need be upgraded to meet compliance (P27, P28).  The ramp into the men’s bathroom is too steep and the stall door is too narrow.  There are no grab bars mounted and there is no insulation on the hot water or drain line.  There are no strobes or alarms in the bathroom,.  There is no lift to the witness stand, judges’ bench or jury box. 

 

Upgrade the accessible parking spot.

 

Install ADA signage.

 

Bring the accessible bathrooms up to ADA compliance.

 

Install a lift in the courtroom for the witness stand, judges’ bench and jury box.

Security

There are numerous metal detectors, cameras and a 4-year-old surveillance system, (P23).  There are panic buttons in the judge’s chambers, courtroom and secretary’s office, the magistrate’s offices and courtroom as well as the family law master hearing room and offices. 

 

The half-door leading into the magistrate’s assistant’s office, which is used as a barrier between the office and the hallway, cannot be locked.

 

Install a secure lock on the half-door.

There is a phase III security proposal to install:

     Access control system

     Duress alarm system

     CCTV system

     2 Video intercom systems

     Fire alarm system

     Ballistic material

     Shock belt

     X-ray machine

     Bullet proof Lexan material for courtroom door transom

     A/C power installation for system

     Two door for magistrate court

     One door for prisoner holding room

Electrical

The electrical service is a major concern, courtroom has only one outlet, the offices do not have enough receptacles and they rely on extension cords, (P24). 

 

The electrical service to the building should be upgraded and the building rewired.  Additional receptacle should be added.

Mechanical

This building contains an AC, (P25), emergency generator which is out of service (P26).

Install an air conditioning package to supply the building.  This will eliminate the window units and increase efficiency.

Work Safety

There were 9x9 tiles in the building, which indicate asbestos.  Numerous light covers were missing.  The stairwell to the basement on the right side of the building does not have enough headroom clearance.  This does not meet compliance as a fire exit.
