            The Berkeley County courthouse was built in 1856 and is approximately 24,000 square feet.  The building has three stories and a basement and an attic.  The exterior walls are a brick stamped exterior with Styrofoam underneath, as well as some stone.  There is some water damage, rust, and corrosion on the exterior walls.  We recommend that the original brick be exposed and restored.  The stone should also be repaired, and the rust removed.

 

            The roof is a flat roof that does have some problems with water damage, ponding, and cracking.  The dome has a water leakage problem, as do some of the drains on the roof.  We recommend that the existing roof and flashing be replaced and the dome be repaired and restored.  The windows appear to be original.  We recommend that the windows be replaced with historic sashes.  The doors are in good condition.

           

The building has no illuminated exit signs, no sprinkler system, manual alarms, horns, and extinguishers.  The newer portion of the courthouse contained up to date fire safety equipment.  We recommend that the fire safety system be updated by installing 14 new exit signs, a complete sprinkler system, and 10 new emergency lights.

 

            The electrical wiring in the building is old, but new panels have been installed recently.  We recommend that the wiring throughout the whole building be removed and re-wired very soon.  The building does have an HVAC system that cools the 1st floor.  The other floors use window units to cool the building.  All the rooms throughout the building have electric baseboard and wall mount heaters.  We recommend that there be a new HVAC system installed.

 

            This building has problems with ceiling damage, moisture, water damage, and mold.  We recommend that all the damaged ceiling be replaced with a new plaster ceiling and the water damaged ceiling tiles also be replaced with new tiles after the new HVAC system has been installed and after the roof repairs have been made.

 

            Many of the offices in this building were cramped and need more storage space.  To alleviate this problem we recommend that a new 40,000 square foot annex be built for office and storage space.

 

            The Berkeley County Annex 1 consists of two buildings (110 King Street and 126 King Street) that vary in age.  Both building’s exterior walls are in good condition.  The roofs should have the roof leaks repaired.  The rubber seals in the damaged windows at 110 King Street should be repaired along with the leaking corner window.  Both buildings have fire safety related problems.  The 126 King Street building should have a second exit from the second floor with an enclosed stair tower, and the 110 King Street building should have the fire escape covered.  All the doors in the 110 King Street building need to have alarms installed on all the exit doors.  The buildings also need to upgrade accessible parking space, and the accessible bathrooms to meet ADA requirements.  The county should investigate options to alleviate the congestions and workspace problems between the two buildings.  The air quality in the building at 126 King Street is bad so we recommend that the non-working exhaust fans in the upstairs restroom be replaced.

 

            The Berkeley County Annex 2 houses the Magistrate court.  The building was built in 1909 and is approximately 36,000 square feet.  The exterior walls are brick.  The brick should be cleaned, re-pointed, and sealed.  The windows have wooden frames.  We recommend that the windows be replaced with energy efficient history profile sashes.  The fire safety system should be upgraded by installing a sprinkler system, emergency lights, and the fire alarm system should have smoke and heat detectors.  To make this building meet ADA compatibility requirements, there should be correct signage for the accessible parking space, an automatic opener on the accessible door, and an elevator installed.  We also recommend a horn and strobe light should be installed in each accessible restrooms after the restrooms are renovated to be accessible.  To improve the building’s security system, we recommend that there should be controlled access to the building by limiting access to one entry with an X-ray machine, card access at other doors for employees, and alarmed exit doors.  We also recommend that the building have the hallway lights replaced with units that have covers, and the window air conditioning units be replaced with a central air system.

 

            The Family Law Master Building is approximately 3,200 square feet and is two stories.  The exterior of the building should be cleaned and the mortar joints on the building’s brick exterior should be replaced.  The roof has leakage problems at which we recommend the roof leakage should be repaired and the damaged ceiling tiles from the leakage should also be replaced.  For the building to meet all ADA requirements the drain and hot water lines should be insulated and a chair lift at the entrance to the building should be installed.  To improve the security of the building, we recommend an X-ray machine be installed to check packages entering the building.

 

            The building that houses the Planning Commission Region 9 Engineering Department and WVU Extension is in good shape on the exterior but has major problems on the interior.  For this building, we recommend that part of the building (located at 121 West King Street) be gutted and renovated and the portion of the building located at 117-119 West King Street be upgraded as necessary to meet standards required for a county office.  The roof and doors need replaced.  There should also be a mold analysis, and an asbestos analysis performed.  During the remodeling and renovation processes, we recommend there should be a second means of egress from the second floor of each building with an interior staircase installed along with a fire alarm system in each building with smoke and heat detectors and the stairwells should be enclosed with fire safe doors and walls.  We also recommend during these processes ADA complaint bathrooms be installed along with an elevator or lift system for the second floor, ADA compliant signage, and lever handles on doors.  The electrical systems on these buildings should also be upgraded.
