General Exterior

The brick seemed to be in good shape overall, (P1, P2, P3).  121 W King is part of the same building holding addresses 119, 117, and 115, (115 being a Law Firm\practice office N\A).  Addresses 117-119 Apply to the WVU Extension office, (P4), (Same building, left side).  121 Region 9 occupies the right side of the building.  The exterior of the building looked to be in far better condition than the interior of section 121 of the building.  The Section 117-119 housing WVU Extension offices was in better condition as far as interior, having been recently remodeled.

 

Building is in very poor condition and does not serve the needs of the county.  It should be totally renovated.  See Space Requirements below.

 

 

Exterior Walls

The exterior walls of the building are brick.  They are in good condition.  

 

 

 

Roof

The roof is a flat rubber membrane roof with parapet walls.  The roof appears to be in poor condition as evidenced by the water damage in the building, (P5, P6, P7).

Windows and Doors

There are few windows.  They are single pane wood frame windows, (P8).  The main doors, (P9, P10), are in fair to good condition.

Repair the doors as needed.

 

Fire Safety

There is no fire alarm system of any type.  There are few exit lights and no emergency lights, (P18).  There are only extinguishers and unmarked stairwells, (P11).  There is only one means of egress from the second floor of each building. 

 

Install a second means of egress from the second floor of each building with an interior staircase.

 

Install a fire alarm system in each building with smoke and heat detectors.

 

Enclose the stairwells with fire safe doors and walls.

 

 

Structure

 

The building interior is in poor condition.  A toilet is rocking\swaying on a rotting floor, probably about to go through the floor, (P12).  The interior walls, ceiling and flooring are in poor condition, (P13, P14, P15, P19).

 

 

 

ADA Compliance

Neither 121 nor WVU 117-119 were ADA compliant.  There is no accessibility to either building or to the second floors.  The bathrooms are not complaint, (P16, P17).    The signage is not ADA compliant.  The doors all have knobs rather than levers.

 

Provide ADA complaint bathrooms

 

Install an elevator or lift system for the second floor

 

Install ADA compliant signage.

 

Install lever handles on doors.

 

 

Security

There is no security in the building except locks on the doors.  Since there are no courtrooms in the building, locks are probably sufficient.

 

 

 

Electrical

The electrical system has old panels, oddly placed; some could not be located by employees.

 

Upgrade the electrical service as needed.

 

Mechanical

The HVAC system appears to be adequate for the building.

 

 

Work Safety

There is a mold problem in the building, which should be evaluated for toxicity, (P5, P20).  There are 9x9 tiles on the floors which indicate there may be asbestos.

Space requirements

The building is in poor condition and does not meet fire or ADA standards.  There is severe water damage.  The building should be renovated.
