General Exterior

The Courthouse building is on the historic register.  It was constructed in 1903, and it is approximately 37,000 square feet (P1, P2, P3, P4, P5).  It is two stories plus a basement and attic. 

 

 

Exterior Walls

The exterior walls of the building are stone.  They were re-pointed and cleaned in 1995 during a restoration project.  They are in good condition.  The foundation of the building is also stone. 

 

 

 

Roof

The roof is the original clay tile and copper.  It was repaired between 1992 and 1995.  There is evidence that the roof is leaking by recent water damage in the attic and on the second floor, (P6, P7, P8, P9, P20).  The skylight is leaking as well, (P10).

 

Repair the roof by removing the tiles, replacing the damaged underlayment, installing a rubber membrane and replacing the tiles.  Seal the skylight.

Windows and Doors

The windows are wood frame, single pane, original windows.  They are in good condition, (P14).  There are two windows located on the southwest side of the building in the basement floor with aluminum frames, double panes, (P13).  The doors are aluminum/glass and wood without panic hardware installed.  They are in good condition, (P15, P16, P17).

 

Install panic hardware on main entry doors.

Fire Safety

The building does not have a fire alarm system in the 1st floor, 2nd floor, or attic.  There is a fire alarm system located in the basement for the jail, (P18).  There is a sprinkler system for the basement, (P19).  There are battery back up lights.  There are no exit signs in the building.

 

Install a fire alarm system smoke and heat detectors for the rest of the building.

 

Install a sprinkler system for the rest of the building.

 

Install exit signs.

Structure

 

There is evidence of settlement.  There is a large crack in the northeast interior wall of the basement, (P11).  There is a crack above the door, which leads into the room with the large crack, (P12).

 

Perform an engineering study to determine the cause of the crack in the basement wall.

Security

The building has a metal detector that is not being used.  There is a closed circuit TV system, bulletproofing for the benches and panic buttons for the benches. 

 

Provided limited public access to the courthouse with:

      X-ray machine

      Card access system

      Alarmed exit doors

      Move the metal detector to the entry

 

Install panic buttons in the clerks’ offices, judges’ chambers, secretaries’ offices and others as necessary.

 

Install alarmed exit doors with panic hardware.

Electrical

The electrical service entrance is buried and enters from a 150KVA transformer.  The main distribution panel is located in the basement.  It is a Square D 208Y/120V, 3 phase, 4 wire, 600A panel.  Some of the panels throughout the building need blanks installed in the open spaces, (P21, P22).  The electrical service appears to be adequate.

 

Perform an electrical evaluation to bring the system up to NEC code.

Mechanical

The heating is provided by a gas-fired boiler located in the basement.  It is in good condition, (P23).  There is a carrier heat, (P24), which is in good condition.  Several different window units placed in the offices throughout the offices cool the building.  These units are inefficient and noisy. 

 

Replace the air conditioning system in the building.

There are no work safety issues noted.

 

 

 

ADA Requirements

There is no elevator.  There is no compliant bathroom, the current one has a step up to the bathroom, no compliant faucet handles, no insulation, etc, (P25, P26, P27).  There is an interior ramp that should be checked for compliance (P28).

The magistrates and family court are sharing space in a rented city building.  There is a need for additional office and storage space in the courthouse complex.
